A child that grows up in poverty is largely at risk because he or she may speak another language, or be less healthy, or has even been abused in one way or another. When children are in the school system and they are labeled “at-risk” and that means that the student comes from a low-socioeconomic level or speaks another language. Today, there are more single parents, dual earner couples, and parents with more than one job living in both rural and urban areas in the United States than at any other time in history. Statistics show there is approximately one in five American children who live below the national poverty level (Causes of Poverty). In today’s society, many people live below the poverty line and those numbers continue to increase because of our high unemployment rates. The Census Bureau reported that 12% of Americans live in poverty. According to the Department of Health and Human Services, the poverty level in 2009 for a family of four was $22,050. With today's unfortunate down turn of events in our economy, many families struggle to earn and still do not come close to that level. Welfare reform in the United States may pressure single mothers to be gainfully employed even though child care is extremely expensive and the mother may only have an income of minimum wage. ...Civil and political vs./and economic, social and cultural rights Summary: In the beginning of this essay I focused on differences between first and second generations of human rights and their respective covenants, as well as on reasons behind the decision to create two separate covenants. In second part, I defended the position of economic, social and cultural rights as real rights equal to civil and political rights by analyzing the important concept of "core" rights created by the Committee on Economic, Social and Cultural Rights. In the end, I dealt with justiciability of these rights, mostly focusing on new, soon available individual complaint procedure under the Optional Protocol to ICESCR. Civil and political rights vs. economic, social and cultural rights Human rights are usually divided into three generations. This essay is however going to focus only on first and second generation, namely political/civil rights and economic/social/cultural rights. The Universal Declaration of Human Rights of 1948 includes rights that are considered to be rights of both generations, but does not make the distinction between generations itself. ...a moral duty. Often we think about moral duties in terms of rules that restrain us, the “don’ts,” as in don’t lie, cheat, or steal. Such rules comprise the so-called negative dimension of moral duty because they tell us what not to do. Since ethics is concerned with the way we ought to be, however, it also includes an affirmative dimension consisting of things we should do — keep promises, judge others fairly, treat people with respect, kindness and compassion. Sources of Moral Obligation Moral obligations can arise from three sources. The first, strangely enough, is law. 1. Law-Based Moral Obligations. Good citizens have a moral as well as a legal obligation to abide by laws; it is part of the assumed social contract of a civilized society. If a law is unjust, however, (such as those that mandated ethnic and religious persecution during the Nazi regime and those that discriminated against a person on the basis of race in South Africa and elsewhere) there may be a moral obligation to disobey it under the specific and demanding doctrine of civil disobedience. Many, but by no means all, of these moral standards of conduct are so fundamental to healthy social relations that they have been codified into laws. For example, most aspects of the moral duty to not endanger or harm others are embraced in criminal and civil laws prohibiting homicide, assaults, drunk driving, and other dangerous behavior. Robert Pierce, Ph.D. Introduction African Americans, the largest minority population in the United States, suffer disproportionately from preventable diseases and deaths—(Department of Health and Human Services, Office of Minority Health, 1994). This statement from the Office of Minority Health not only captures the tragic problem of health related issues of African Americans, it also applies to the social welfare problems of these children and their families. Each year over 2,000 children die at the hands of their parents or caretakers (U.S. Advisory Board on Child Abuse and Neglect, 1995). Abuse and neglect in the home are considered one of the leading causes of death for children four years of age and younger and the largest number of child abuse fatalities is due to severe head trauma. Homicide statistics are only part of the grim reality, with near–fatal abuse and neglect accounting for more than 18,000 permanently disabled children, and approximately 142,000 serious injuries (Baladerian, 1991). Findings from the report, A Nation’s Shame: Fatal Child Abuse and Neglect in the United States, indicate that African Americans are overrepresented in both fatalities and near–fatal injuries (U.S. Advisory Board on Child Abuse and Neglect, 1995). In the summary that follows, the writer will briefly describe eight key leadership approaches designed to achieve maximum human output. Transactional and Transformational Leadership The first of the eight approaches that will be discussed is transactional and transformational leadership. Transactional leaders influence subordinates toward task completion through the use of reward and punishment. The practice where leaders give something of significance to follower’s in exchange for performing certain tasks. The leader incentivizes desired behaviors by offering subordinates something valuable such as increased salary, bonuses, or promotion. The follower, in turn, is expected to complete their obligations in a satisfactory manner.
