In it we address the adequacy of the current cost-benefit assessment performed in the course of evaluating project licence applications. We have sought to look at the many issues which arise in relation to this important element of the regulation of the use of animals, but would draw attention to three particular aspects of our work. In the first place we have addressed the fundamental question as to scientific validity of the use of animals. We believe that our considerations and conclusions offer an important clarification of the debate and fulfil the request made by your predecessor, Mike O’Brien, to provide advice on this issue. Secondly, while we conclude that some uses of animals may yield scientific knowledge, we argue that this does not settle the question of justification. It came under scrutiny in the following three periods: (1) Antique Greek philosophy; (2) Post-Enlightenment WestEuropean moral philosophy, Utilitarianism in particular; and (3) Current Quality-of-Life research in the rich welfare states. Printed reflections on all this contemplation now fill a hundred meters of bookshelves. This paper takes stock of the progress made on seven classical topics. Are we now any wiser? Or is Dodge (1930) right in his contention that “the theory of the happy life has remained on about the same level that the ancient Greeks left it”? This inventory will differ from the usual review articles. The focus will not be on current technical research issues, but rather on the broader questions that prompted the enquiry. Furthermore, the aim is not only to enumerate advances in understanding, but also to mark the blind spots. The following issues will be considered: 1. What is happiness? 2. Can happiness be measured? 3. Is unhappiness the rule? 4. How do people assess their happiness? 5. What conditions favour happiness? 6. Can happiness be promoted? 7. Should happiness be promoted? These scientific issues do not emerge in a social vacuum, but are rooted in broader moral and political debates. Questions 1 and 7 are part of an ongoing ethical discussion about value priorities. Specifically, 4 experiments established that priming the stereotype of professors or the trait intelligent enhanced participants' performance on a scale measuring general knowledge. Also, priming the stereotype of soccer hooligans or the trait stupid reduced participants' performance on a general knowledge scale. Results of the experiments revealed (a) that prolonged priming leads to more pronounced behavioral effects and (b) that there is no sign of decay of the effects for at least 15 min. The authors explain their results by claiming that perception has a direct and pervasive impact on overt behavior (cf. J. A. Bargh, M. Chen, & L. Burrows, 1996). He would miss his paycheck, but he needed to retire. They could get by. The contractor was sorry to see his good worker go and asked if he could build just one more house as a personal favor. The carpenter said yes, but in time it was easy to see that his heart was not in his work. He resorted to shoddy workmanship and used inferior materials. It was an unfortunate way to end his career. When the carpenter finished his work and the builder came to inspect the house, the contractor handed over the house key to the carpenter. “This is your house,” he said, “it is my parting gift to you.” What a shock! However, most of the theories have conceptual weaknesses that reduce their capacity to explain effective leadership. The conceptual weaknesses are identified here and refinements are suggested. The issue of compatibility between transformational and charismatic leadership is also discussed. Finally, some methodological problems involving construct validation and theory testing are identified, and suggestions for future research are provided. INTRODUCTION In the 1970s, behavioral theories of leadership effectiveness were dominant. Examples include path-goal theory (House & Mitchell, 1974), LMX theory (Graen & Cashman, 1975), and normative decision theory (Vroom & Yetton, 1973). Since the late 1980s, theories of transformational and charismatic leadership have been ascendant. ...Statement Audit, in an effort to help auditors better assess fraud risk, detect fraud symptoms, and sharpen professional judgment as to whether a fraud has actually been committed in a firm. The purpose of this term paper is to examine the role of experience in increasing professional skepticism, knowledge acquisition, and ability to detect fraud. We suggest that the typical audit environment does not provide auditors with the type of experience, i.e., practice and feedback with fraud, which is necessary for successful fraud detection. Results of an experiment indicate that audit novices who have received practice and feedback with fraud detection exhibit a higher level of skepticism and knowledge about fraud and are better able to detect a fraud when it exists than individuals with typical audit experience. 1 I. ...self-fulfilling prophecy (SFP) in which raising manager expectations regarding subordinate performance boosts subordinate performance. Managers who are led to expect more of their subordinates lead them to greater achievement. Programmatic research findings from field experiments are reviewed, and our present knowledge about the Pygmalion effect in the management of industrial, sales, and military organizations is summarized. A model is presented in which leadership is hypothesized to be the key mediator through which manager expectations influence motivation, effort, and performance. The subordinate self-efficacy, performance expectations, behaviors that comprise the Pygmalion Leadership Style are described. Besides creating the one-onone Pygmalion effect, additional ways for managers to assert their leadership by creating productive organizationwide SFP are suggested. An agenda for research on SFP applications is proposed. Expectations play an important role in determining leadership effectiveness. Scholars and practitioners have assumed for a long time that leaders who expect more get more (e.g., Likert, 1961, 1967; McGregor, 1960). Despite this general awareness, until recently there was little empirical research illuminating how and why leader expectation effects operate, and how they can be profitably utilized in practice.
