On 02-24-2017 at approximately 1720 hours I was traveling west on Tremont Street when I observed a black male subject (later identified as Todd Harley) on the front porch of 1006 Tremont Street. When I observed the male subject he put the hood up on his jacket and appeared to be knocking on the door. I continued pass Harley and turned north on 12th Street I then turned east on Gardner Street. When I got to about Gardner and 11th Street I observed Harley walking out from beside 1006 Gardner Street. Harley walked east on Gardner Street and I attempted to speak with Harley from my patrol unit while he was walking and ask him why he was walking from in between the residences. Harley immediately became defensive and asked if he broke the law and continued to walk away from me.

I stopped and exited my patrol unit and asked Harley to stop and speak with me for a minute.

Harley turned around and began to walk south on 10th Street stated he had done nothing wrong. I asked Harley multiple times to stop and speak with me in reference to me see him on Tremont Street and him walking through yards. Harley continued to refuse to stop stating he had done nothing wrong. While I was following Harley approximately twenty to twenty five feet behind he keep his hand in his …show more content…
I began to check the ground for what Harley had broken and I located multiple pieces of glass with a white tint to them. I eventually located one of the broken pieces of glass and it was in the shape of a tube this shape and size of tube is consistent with part of a pipe commonly used for smoking methamphetamine.

Harley was transported to the Poplar Bluff Police Department Booking room where he was processed and later lodged at the Butler County Justice Center for possession of methamphetamine and possession of drug
