In the first case that involves Lowell Massachusetts the Chief came in to the position with a great understanding of the community policing model. The community did not look at this department in a positive image because of the past. Chief Davis not only had a strong understanding of community policing he had a very strong plan in how to implement it. Chief Davis held his management team accountable not only to him but the community also. Chief Davis opened a dialogue with the community as to the future of the department and his ideas. The department’s decision process was also opened to the community for there input. When difficult choices had to be made he presented the choices to the community and explained to them the reasoning for the choices. He even brought in outside help to present his ideas to the community. He would also show the supporting statistics for his reasons and explained them to the community in detail so they understood. Chief Fortier had an obstacle to fight that Chief Davis did not. We I worked would refer to them as the old guard. Employees that would resist change not matter what it was. God or bad they do not care they just want things to stay the same. Now Chief Fortier did not have to deal with the negative image issues but he had internal conflict. The department did not have a lot of established rules a lot of things that were done were just done because they had always been done that way. There was a very strong distrust between the management and the line staff. Once that Chief tired to make the department and employees more accountable for their actions the fragile working relationship was destroyed.
