1. Introduction – Community Paramedicine
Across the United States, the fire service is redefining its role within emergency services and service it provides to the community. A new paradigm is emerging in the fire service focusing on increased related medical calls and a significant decrease in an overall number of fire-related dispatches. Costly elevated operational expenses coupled with decreasing operational fire budgets and, municipalities are looking at new and innovative ways to generate revenue and reduce operational cost. The Community Paramedicine venue displays potential possibilities in communities that fulfill the criteria for these types of programs.

Community Paramedicine is intended to bridge the gaps of traditional EMS and community health services and is best suited when tailored to the community it serves.
However, Community Paramedicine is not for every community. A significant amount of data will need to be researched and gathered to identify essential elements within a population necessary to support a Community Paramedicine program. This Performance Measurement Plan will identify two geographical areas within Rural/Metro Fire Department’s service area, Pima County AZ, best suited to conduct a pilot program for the intended purpose of supporting a full-time Community Paramedicine program. 2. Methodology
Preliminary determination for community interest and support will be conducted through surveys. Approximately 80% of RMFD’s revenue is generated through a subscription base of residential and commercial businesses. Currently, RMFD utilizes an up-to-date mailing list for the entire community its services in addition to online customer-based websites supporting abilities to host survey’s prompting interest for a Community Paramedicine Program (The history of RMFD, n.d., p. 1).
The surveys distributed to the community, by mail, and through the department's website, will provide a general overview of the purpose and what a Community Paramedicine Program is. The cost associated with printing and distributing will be minimal and offer a massive benefit to the overall review of the viability of the program. The survey will include 6 questions in a similar fashion, in attempts to solicit feedback for interest in a Community Paramedicine Program. The survey questions will consist of the following;
i. Have you utilized RMFD medical services in the past 3 years?
• Yes/No ii. Have you been evaluated in an emergency room in the past 3
