...Why is the Incarceration Rate in the US so high? The United States has about 300 million residents, about 5 percent of the total world’s population, but the prisons in the United States account for 25 percent of the world’s inmates. This statistic gives the United States the highest incarceration rate in the world with 743 of every 100,000 people behind bars (Levin 2013). On the other hand, Canada, our northern neighbor only has 113 per 100,000 of its citizens in prison (Levin 2013). So the question is, what really is behind the high incarceration rate in the United States? The difference is substantial and cannot be ignored; the incarceration rate in the U.S. is nearly 6.5 times larger. This is a staggering statistic and begins to raise some valid concerns, could it be that the United States court system is structured in a way that unfairly treats criminals? Or could it be that people in the United States just commit more crimes per capita than the rest of the world? The latter doesn’t seem like a plausible explanation, the United States and Canada are so similar it almost seems unrealistic to assume that the crime disparity could be so wide. Although it is considered legal, is it ethical? In this paper we study different theories in ethics, including Kantian and Utilitarian ethical models. These models provide clear analyses that guide us in deciding if pain medication distribution from pain clinics is ethical. Finally, we review and conclude if the George brother’s pain medication clinics were acting socially responsible within their communities. Given the rise of pain medication abuse and illegal reselling, pain clinics in South Florida should adhere to strict rules to provide services to those that need it and not turn their businesses into pill mills. The system collects, maintains, and tracks critical inmate information, including inmate location, medical history, behavior history, and release data. SENTRY processes over 1 million transactions each day and tracks more than 165,000 inmates. Roughly 85 percent of these inmates are housed within the BOP facilities, with the remaining inmates confined in other government facilities (state or local) or privately operated facilities through contracts with the BOP. As of March 2003, over 24,000 personal computers at approximately 200 facilities could access SENTRY. The productivity analysis is conducted with different measures of productivity, such as labour productivity and total factor productivity. The first chapter is to calculate labour productivity using the Canadian National Tourism Indicator (NTI) and the Canadian Human Resource Module of Tourism Satellite Account (HRM) for six tourism industries during the period 1997-2008 and to estimate an econometric model of labour productivity. Labour productivity is found to increase with the capital labour ratio, the proportion of part-time hours, the share of immigrant workers and by the proportion of the most experienced workers. The second chapter decomposes the total factor productivity growth for the Canadian tourism/hospitality industries with dynamic factor demand models which is estimated with nonlinear Full Information Maximum Likelihood (non-linear FIML) estimator.
