CHAPTER I
PROBLEM AND ITS BACKGROUND

1.1 Introduction
The technology today plays a vital role in our society. Many reviewers can be access using online to make work easier and efficient. Our examinees take the civil service exam and they rely on their books to access some information to review.
It is an important thing that ECSERR should have because it helps a lot in many ways such as reviewing, updating and accessing data. It also helps a lot in such a way of viewing of questionnaire same as civil service to know that format inside. Having ECSERR can help more chance of passing. This Application is applicable to all android phones, more valuable especially for under-employed, it takes some ideas and information about the facts of Civil service. The Civil service reviewer is one major problem for us to know how to review without a particular book of reviewer.

1.2 Background Of The Study
One of the greatest challenges in most of the examinee today is to review without the particular book of reviewer in Civil service examination.
This application will serve as a digital reviewer that you can take anywhere with you to refresh and enhance your knowledge regarding the exam.
ECSERR can use whether offline or online. The offline purpose is to review without any access to internet and the online purpose is to know when, where, how and etc., the data about the Civil Service examinations to familiarized about the questions and to have an idea what Civil Service Examinations importance.

In this case, some benefits are for the students who will biggest chance to pass their exam in CSE and simply to help their financial problem like buying a book, surfing on the internet to review, etc. It will also help those who failed to pass the examination.
To make it easier, we made this application to serve as your reviewer anytime to guide you easily what to review and where to go next. We also included tips, strategies and explanations to topics and subjects covering the exam. We shared what’s going to happen and what to expect once you sat down in your room assignment. We are also sharing in this website to online CSE Test Results. Most of all, some helpful information for CSE passers like jobs hiring in the government.
The advantage of this ECSERR is to have a chance of passing and to know the format of the CSE and the Disadvantages are limited numbers of reviewers.

1.8 Definition Of Terms
A review is an evaluation of a publication, product, service, or company such as a movie (a movie review), video game, musical composition (music review of a composition or recording), book (book review); a piece of hardware like a car, home appliance, or computer; or an event or performance, such as a live music concert, play, musical theater show, or dance show.
Examination In general, non-destructive inspection, investigation, or testing of materials, products, or services to determine their conformation to specifications or requirements usually without special laboratory equipment or procedures.
Formatting refers to the appearance or presentation of your essay. Another word for formatting is layout. IT is not contended that the system is ideally perfect; no governmental methods are. From time to time there have been shown certain defects in the working of the civil service law and rules, though most of these defects already have been, and it is believed that the majority of the remainder soon will be, remedied. But it is most emphatically contended that the merit system shows to very great advantage when compared with any other, whether actual or proposed; and this is especially the case when the comparison is made with the patronage system, which it is now slowly but surely supplanting.
The fundamental proposition of the new system is that every American citizen has a right to serve the public (provided that his services are needed) if on his merits he is able to show that he is the man most capable of filling the position he seeks, and all he is required to do is to show this superior capacity in fair competition with other American citizens. In other words, the system is one of common honesty and of fair play for all, and therefore it is essentially American and essentially democratic. The object of the law is to give to the average American citizen what it takes away from the professional politician. How little this object is understood by some men in public life may be gathered from recent proposals to parcel out all the offices among the different Congressional districts according to the political faith of the Congressmen representing them. This would, of course, simply mean a revival of the patronage system, with an added touch of chaos. It is apparently brought forward in the simple faith that all that is needed is to divide the offices among the politicians of both parties instead of among those of only one, and ignores the very common-sense view, which insists that the offices are not the property of the politicians at all, whether of one party or of the other or of both; but, on the contrary, that they belong to the people, and should be filled only with reference to the needs of the public service.
Local Literature Technology plays a vital role in the business world. It provides the tools and functions on which almost all companies throughout the world run. With the advent of new communication technologies, the common use of mobile and the significant of Civil Service Exam, practically all activities use some form of technology, many application would no longer be able to function. (Market, 2011). In this article Market gave knowledge to the proponents about the advantages of using mobile in developing a new application like document in Civil Service Commission.
Local Studies There have been several studies made on the implementation of various Civil Service laws, rules and regulations. However, this is the first formal study on the Civil Service Commission Fields Operations in mountain province which is treated descriptively in detail. Some studies that are, to a certain extent, allied to the present study are reviewed in this chapter. The bulk of this chapter, however, is devoted to the presentation of the latest thrusts of the Civil Service Commission, as a result of the issuance of Book V. Tittle I (A), of Executive Order No. 292, and the omnibus Rules adopted by the Commission.
In the 1993 annual report of the Civil service commission, the following major accomplishments are listed: * Completion of the Qualification Standards Manual spells out in specific terms the minimum eligibility, training, experience and education requirements for some 3.990 positions in the entire bureaucracy. * Issuance of the guidelines in the establishment and implementations of performance evaluation system whereby a prototype of the performance evaluation system was disseminated to all agencies of the government * On information processing technology, the use of the Wide Area Network and the Modulator/Demodulator were introduced in all CSC regional offices.

CHAPTER III
RESEARCH METHODOLOGIST
This chapter concentrates on the systems development and systems development life cycle, research methods used, techniques and instruments used in this study. Likewise, respondents were also distinguished as well as the statistical tools. It also includes a narrative summary of all the procedures and methods that had been used in developing the proposed system that this study is intended to pursue.

3.1 Method of Research
Descriptive research method is a collection of data in order to test hypothesis or to answer questions concerning the current status of the subject of the study. (Gay 1976).
The aim of this method is to describe the nature of situation as it exists at the time of the study and to explore the causes of particular phenomena. (Travers, 1978)

Under the Descriptive Research Method, the technique used is the survey method, which is otherwise known as normative survey. With the survey method, this is possible to statistically study the specific areas where the proponents must concentrate. Findings regarding the common practices being done and the methods which are commonly adopted by the employees are obtained with the use of the survey method.

The proponents used the descriptive research method to obtain information relating to the current status of an issue to describe what exist within the conditions of the situation. The two most common types of descriptive research tools are survey and observation. By means of observation the proponents are able to understand the different issues that are being encountered in the Philippine Health Insurance Corporation which regards in tracking incoming and outgoing documents using log book. As a result, the personnel could not able to track and monitor the status of the document properly.

3.2 Population, Sample Size and Sampling Techniques

a. Population and Sample Size

The company has a total of 2000 population where 100 of them are involve with the process of this mobile application. So the proponents made us of 2000 population for the evaluation of the system. They have some student from other different department from 2000 population let’s assume that the respondents of the different department is 100 respondent given from our questionnaire.

Sampling Technique

Sampling may be defined as measuring a small portion of something and then making a general statement about the whole thing. It enables the study of a large population more economic wise, meaning not too costly and more realistic and possible to make. Purposive sampling targets a particular group of people. The proponents made used of this sampling because the respondents of the study are the employees of the company who are involve with the process of tracking documents.

3.3 Description of Respondents The respondents of the study included 100 students who answered the questionnaire containing a set of random ordered questions. They are the students of City of Malabon University who are involved with the process of a mobile application.

3.4 Research Instrument

Instrumentation

Questionnaires

Questionnaires were provided to gather data that identified the problems encountered inside the company. The proponents formulated questionnaires under the guidance of technical adviser for the respondents in order to get data about the existing system.

Documentation

Other related books thesis were collected and reviewed as a reference. Past dissertations and thesis were also be used to provide source of information that was relevant to the study.

Survey forms

The proponents provided survey forms and answered by selected respondent to examine their view and opinions about the current system. Through this, the proponents were able to know the problems encountered by the students in City of Malabon University.

3.5 Data Gathering Procedures

Techniques

Observation. The proponents carried out an observation in the company as one of the instruments of the study to gather data that was be the basis.

Interview. To gather information accurately, the proponents conducted an interview to the employees of the Philippines Health Insurance Corporation and they found out that the company encountered different issues such as loss of documents, difficulties in tracking incoming and outgoing documents, difficulties in determining the status of the documents (e. g pending, undelivered, claimed or unclaimed documents), slow retrieval of data when the document is lost, late receiving of documents and they do not determine where the documents has been delivered.

Survey Questionnaire. For further data gathering the proponents conducted a survey at the company. The target respondents were made of people working inside the chosen company.

3.6 Statistical Treatment of Data

The weighted mean was use, as a statistical tool to obtain accurate results from selected respondents. The use of this instrument is to determine the magnitude of the responses of the respondents to evaluate the results. The other tools that they used were frequency and percentage methods. These are the two statistical tools used for the analysis and interpretation of the collected data. Percentage Methods
This method was employed to present the frequency and to determine the relative distribution of the respondents.

The formula of percentage is:

The proponents use Scale in order to rate the performance of the proposed system in each criteria.

The proponents selected one hundred (100) respondents to participate in evaluating the existing question. During the interview conducted, the respondents were asked to cite problems encountered using the existing system, all the data gathered are seen in the following tables.

Table 1.1 shows the percentage distribution of the respondents who evaluated the proposed system in terms of Design. Under the criteria of Design is Usee friendly was evaluated by 100 respondents composed from the different department student employees. Security got the percentage distribution of 40% or ten (10); 44% or eleven (11); and 16% or four (4) which consist of 24 employees and 1 administrator in terms of securing the confidentiality of the documents.
In terms of Functionality, it is evaluated by 100 respondents. The proposed system got the percentage distribution of 62% or fifteen (15); and nine (9) employees in terms of suitability.

Table 4.5 shows that under the criteria of functionality which is security, the result of the evaluation for employees and administrator proved that LBDTS is secured from unauthorized users, and likewise, in securing the confidential documents having a total mean 4.57 with the verbal interpretation of “Excellent”. This was evaluated by 24 employees and 1 administrator.

Tables 4.6 shows under the criteria of functionality which is suitability, the result of the evaluation for employees stated that the ability of the system to scan the barcode using barcode scanner got the highest mean of 4.67 with the verbal interpretation of “Excellent”, which means that the barcode scanner is capable and satisfy the needs of the employees for the transaction.

Table 4.7 shows that the ability of LBDTS in tracking incoming and outgoing documents got the highest mean of 4.84 with the verbal interpretation of “Excellent”, which means the proposed system is capable of tracking documents and it was strongly agreed by the respondents which are the employees and administrator. This was evaluated by 24 employees and 1 administrator.

Table 4.8 shows the evaluated proposed system in terms of user-friendliness according to the employees and administrator. Whereas, the easy and understandable interface got the highest mean of 4.84 with the verbal interpretation of “Excellent”, which means the interface of the proposed system is easy to manipulate and the employees would not find hard to interact with the system. This was evaluated by 24 employees and 1 administrator.

Table 4.9 shows the evaluated proposed system in terms of functionality according to the Administrator. The results show that the proposed system has many features that helped the administrator to have accurate records of all the documents having a total mean of 4.5 with the verbal interpretation of “Excellent”

The results show that the system has an ability to back up and retrieve information which is necessary for the company. Furthermore, the proposed system is viewed having a capability to update and modify data that got a Total mean of 5 with a verbal interpretation of “Excellent”.

Table 4.11 shows the overall result of the evaluation of the system according to the employees. The results show that the proposed system meet the needs of the employees in order to interact and work properly using the system having a total mean of 4.57 and a verbal interpretation of “Excellent”.

Table 4.12 shows the overall result of the evaluation of the system according to the employees. The results show that the proposed system meet the needed feature of the administrator in order to interacts to the system having a total mean of 4.57 and a verbal interpretation of “Excellent”. Through this, Administrator will able to do their job better.
