Article Summary
The Society for Human Resource Management (SHRM) provides a wide variety of information and assistance for HR professionals. The website for SHRM provides a variety of articles related to HR topics, such as benefits. One such current article, “Midyear Check on Health Plan Compliance,” provides an overview of changes and legal requirements that will take effect on or before January 1, 2015.
The article reminds HR professionals that now is a good time to “take stock” and review what has been completed and what still needs done in order to be in compliance with any changes. The primary focus of the article covers new rules under the Health Insurance Portability and Accountability Act (HIPAA) and the Affordable Care Act (ACA). HIPAA changes include Privacy and Security, and Health Plan ID Numbers, some of which require updates as early as September 23, 2014. The ACA has a total of 8 compliance requirements that need to be met by 2015. Requirements include the following: Employee Mandate, Reporting, Waiting Periods, Payment of Premiums for Individual Coverage, Health Reimbursement Arrangements, Cost-Sharing Limits, Excepted Benefits, and COBRA and Health Insurance Exchanges. Other developments mentioned in the article include Same-Sex Marriage, Subrogation/Third-Party Reimbursement, and Health FSA Carryforwards.
An important aspect of this article is that it provides a list of benefits-related government compliance issues that HR professionals need to be aware of. The authors of the article also provided links for each of the compliance issues mentioned above. The HR professional reading this article can use the links to learn more about each compliance law, and how it relates specifically to their organization. For example, the

Kaestner begins her article by explaining that in the past decade, most states in the U.S. have passed legislation that regulates issuance, content, and pricing of private group health insurance plans. She continues to explain that the purpose of this legislation is to raise the number of insured persons and ensure that people who are sick receive needed care. One major reason for implementing new legislation was the fact that there were so many uninsured people that were employed (Kaestner, 2002). ...Obesity and Health Care Costs Renee Gordon HRM 599 – Benefits Keller Graduate School of Management Review The article “Moderate and Severe Obesity Have Differences in Health Care Costs” was published in the journal Obesity Research. The article analyzes the health care usage and costs associated with varying degrees of obesity of a 2002 study of a focus group of individuals 54 to 69 years old. Health care costs have been steadily increasing over the last few years. Not coincidentally, obesity has also been on the rise, and has helped contribute to the rising costs of health care. Obesity levels are based on a person’s BMI rating. The ratings are: “Normal weight: 18.5 < BMI < 25 Overweight: 25 < BMI < 30 Moderate Obesity: 30 < BMI < 35 Severe Obesity: 35 < BMI < 40 Extreme Obesity: BMI > 40” (Tatiana Andreyeva, 2004) The article provided some interesting statistics on the rate of increase of health care costs compared with the different levels of obesity. The study was broken down between men and women, and provided different statistics for each group. It was found that in men, health care costs increased the most between moderate and severe obesity, with costs coming in at $4738 for moderately obese men and $6179 for severely obese men. Her company who had hired the employee after the employee’s company had went out of business then that owner rehired the employee after his business became booming again then he went out of business which left that employee unemployed so the owner of the company was responsible for the unemployment claim. Since the owner’s account was put into deficit that threatened her unemployment insurance tax rate even though the employee had voluntarily left her company. The owner felt that this claim shouldn’t be right and that she would be afraid to hire anyone else.
