First, information from this process is needed to identify the preimpact conditions that make communities vulnerable to disaster impacts. Second, information about the disaster impact process can be used to identify specific segments of each community that will be affected disproportionately (e.g., low income households, ethnic minorities, or specific types of businesses). Before I get to the essence of this essay I believe explaining what the term “Black Swan” means and saying a few words about the author would be in order. It was once thought in the Old World that only white swans existed. Then from Australia came the realization that there were black swans. And no, they were not white swans made black by bootblack or any other artificial coloring medium. After millennia of observations in the West of millions of white swans, the sighting of one black swan was enough to invalidate this long and firmly held belief. In a broader sense then A Black Swan is a sudden, monumental, and completely unexpected event. WWI, WWII, and 9/11 were Black Swans. If one were to win a multi-million dollars lottery that would be a personal Black Swan (Black Swans are not all negative, although given the troubles experienced by some of these huge lottery winners, this might also be negative). But a Black Swan is more than this – it goes to the heart of and challenges the putative acceptance of Gaussian probabilities. The defaults fostered a credit crunch as all financial institutions hoarded cash and required ever widening premiums before lending to one another. The Wall Street investment banks and brokerages haemorrhaged $175 billion of capital in the period July 2007 to March 2008, and Bear Stearns, the fifth largest, was ‘rescued’ in March, at a fire-sale price, by JP Morgan Chase with the help of $29 billion of guarantees from the Federal Reserve. Many of the rest only survived by selling huge chunks of preferred stock, with guaranteed premium rates of return, to a string of ‘sovereign funds’, owned by the governments of Abu Dhabi, Singapore, South Korea and China, among others. By the end of January 2008, $75 billion of new capital had been injected into the banks, but it was not enough.
