Secretary Michael Chertoff was the Secretary of the Department of Homeland Security from 2005-2009 (2016). As the Secretary, He announced a six-point agenda for the Department of Homeland Security in 2005 (Sandy Smith, Jul 13, 2005, 2012).
This six-point agenda came just two years into the Department’s existence following what was known as the “Second Stage Review” (2016). Additionally, it will affect 180,000 employees and will change how they handle intelligence. Furthermore, it will set policy and manage key law enforcement operations in response to criticism that domestic security remains unfocused and poorly coordinated. The announcement by Chertoff that the department's focus would shift to risk assessment and prioritization was welcomed by officials of the American Federation of Government Employees (AFGE), which represents DHS workers in the Border Patrol, Bureau of Customs and Border Protection (CBP), Bureau of Immigration and Customs Enforcement (ICE), Federal Emergency Management Agency (FEMA) and the U.S. Coast Guard (Sandy Smith, Jul 13, 2005, 2012).
The second stage review made it clear that changes were needed to the current policies and practices of the Department of Homeland Security. As a matter of fact, reviews are necessary and encouraged as the threats we face day in and day out continue to change. The Department of Homeland Security should constantly review these policies and practices as each day brings a potential new threat.
