El campus de la mediocridad: el caso de la Universidad de Murcia
José Penalva.- 05/05/2011 La crisis económica que sufre España se debe, principalmente, a que nuestro sistema educativo no es capaz de generar profesionales competentes para crear conocimiento innovador. En consecuencia, difícilmente podremos superar la crisis sin una reforma seria del sistema educativo y la universidad. Ahora bien, pocos dudan hoy del estado de incompetencia de la universidad española y, sin embargo, muchos son los que callan sobre la causa principal de esta situación: la politización de nuestra universidad. Por ello, ni hay, ni habrá, voluntad política para cambiar el actual estado de cosas. Nuestra universidad está llena de casos paradigmáticos que ilustran este estado de politización. José Antonio Cobacho, rector de la Universidad de Murcia, es uno de ellos. Su trayectoria profesional muestra que ha sabido estar siempre del lado del que manda. Hijo de un Diputado Provincial con Franco, Cobacho fragua su acomodo profesional bajo el Régimen, apadrinado por Antonio Reverte, hijo del Presidente de la Diputación también bajo el Generalísimo. Gracias a éste obtiene plaza en la Facultad de Derecho de la UM… En séptimo y último lugar, pero obtiene plaza. Al cambiar las tornas políticas en la universidad después de la Transición, Cobacho se afilia al partido comunista y consigue ser Decano de su Facultad. Además. El voto de IU le vale para ser nombrado consejero en el Consejo Jurídico Regional, cargo que conlleva una suculenta remuneración económica. socialista, como, de otro lado, sucede en la universidad española tras la LRU de 1983. Desde entonces, varios han sido los profesores que han intentado reunir la fuerza política de esos académicos bajo el mandato de un rector. A tal fin, las alianzas entre catedráticos han sido diversas, y las puñaladas inter e intra-departamentales sin número. El objetivo último de esas luchas intestinas es de carácter político: el rectorado sólo es un medio para hacerse con la influencia política de la región. En el año 2007, Antonio Reverte, ahora destacado socialista y miembro de varias asociaciones juristas de la región, consigue imponer su candidato y Cobacho es nombrado rector. Sobra decir que, para tal menester, Cobacho abandona inmediatamente el partido comunista y se afilia al socialista. De ese modo, desde 2007 al 2010, Cobacho, siempre apadrinado por Reverte, se ha estado postulando como el candidato socialista a la presidencia de la Región de Murcia. Y medios no le han faltado: amigos en las Cajas regionales, amigos en el periódico regional de más tirada, amigos en los Juzgados (de hecho, la Facultad de Derecho se alimenta de personal de los Juzgados, y viceversa), etc., etc. Así se forja la política: con una tupida tela de araña. El chiringuito universitario Desde que fuera nombrado rector en 2007, Cobacho ha convertido el rectorado en un auténtico coto de poder. Ha colocado a profesores amigos en los puestos estratégicos: Ataz (profesor sin oposición, pero sobrino del Magistrado), Reverte, Lomba, y otros profesores de su círculo de la Facultad de Derecho. Se ha rodeado de toda una cohorte de juristas en formación, profesores sin oposición, y, para ello, no le ha dolido en prendas aumentar estrepitosamente los cargos de libre designación, con el consiguiente aumento del gasto universitario. Con esa cohorte ha conformado la universidad a su gusto, y la ha utilizado incluso para excluir y expulsar de la universidad a quien le hiciera sombra, o hiciera sombra a sus profesores amigos y conmilitones. El objetivo último de esas luchas intestinas es de carácter político: el rectorado sólo es un medio para hacerse con la influencia política de la región Y si alguien se atreve a hacerle frente y denunciar sus artimañas, ¿qué miedo puede tener? ¿Qué juez no será alumno directo de él o de uno de sus amigos del rectorado? Y con tal aval, ¿quién se atreverá a presentar denuncia contra la UM…? Y si la presenta, Cobacho ya ha firmado un convenio con el Tribunal Superior de Justicia y con el Defensor del Pueblo de Murcia para que sea el profesorado de la UM (nombrados por Cobacho) quien haga ese trabajo. Por si fuera poco, Cobacho ha creado másteres para los abogados y, consecuentemente, ha dado trabajo como profesor de estos másteres a no pocos de ellos. ¿Quién se va a atrever a llevar un caso contra la UM? Incluso el año pasado, en plena crisis económica, prometía nada menos que 197 puestos en los másteres. ¿Quién da más? ¿Y quién puede diseñar unos contrafuertes mejores que esos? Ese tipo de “seguridad jurídica” quizá explique que, nada más ser nombrado rector, se dio de baja como consejero del Consejo Jurídico Regional por incompatibilidad. Poco después ha conseguido que se elimine dicha incompatibilidad, y sigue recibiendo la suculenta suma. Y otro misterio: ¿cómo se las ha ingeniado ahora para conseguir el puesto de consejero mediante el voto, no de IU, sino del mismo PP? Misterios tiene la vida. Aparte de ese cargo, sus amigos le han nombrado consejero de Caja Murcia y consejero del Diario La Verdad. Es decir, en total cuatro cargos remunerados, que se sepa, a lo que hay que añadir que sigue recibiendo su sueldo como catedrático. Por si acaso, durante su mandato como rector, su mujer ha pasado a engrosar también la nómina de la UM. En consecuencia, seis sueldos para casa: como rector, como catedrático, consejero del CJR, consejero de LV, consejero de CM, y como esposo de su esposa ahora académica en la UM. No está mal para sobrellevar la crisis. La jugada de la excelencia: El Campus Mare Nostrum Pero 2010 ha sido un año aciago para nuestro rector. Cajas de Ahorros han estado rezando siquiera para sobrevivir… No ha conseguido ser el candidato socialista a la presidencia de la CARM... Tras este lance, Cobacho ha sido muy amable con los cargos políticos del PP en Murcia y raro es el Consejero o Viceconsejero que no tiene un puesto en su reino. Buscaba una pieza jugosa: Consejero de la Consejería de Justicia. Pero Valcárcel lo vio venir y no se la dio. Por ese motivo, últimamente Cobacho no para de meterle el dedo en el ojo a Valcárcel: no porque sea la oposición política, no, sino porque no le ha dado la Consejería. En consecuencia, Cobacho no ha conseguido sus objetivos políticos y, para colmo, dentro de dos años le espera una salida vergonzosa del rectorado. Dentro de la UM, el descontento del profesorado es generalizado y se considera que el balance de su gestión es pésimo. No ha hecho nada importante por aumentar la calidad de nuestra universidad. El apoyo desmedido a los profesores amigos ha aumentado alarmantemente las rencillas entre los grupos, etc. Abundando en desgracias, en su segundo mandato, refrendado en la elección rectoral de 2010, es rector gracias al voto de un escaso 8% del total del censo de la UM. Fue el único candidato. ¿Qué hacer, entonces, para salvar los muebles? La jugada de la excelencia: ganar el Campus Mare Nostrum. El Campus de Excelencia es una mera campaña publicitaria de Cobacho. Se consiguió gracias al apoyo del ministro de Educación, Ángel Gabilondo. Cobacho apoyó a Gabilondo hace unos años en su campaña para la presidencia de la CRUE y ahora Gabilondo le ha devuelto el favor. Nada más. Sólo el 15% del profesorado de la UM entra dentro del margen de la excelencia (y todos mis respetos a este grupo). El resto, el 85% del profesorado, es pura mediocridad. Una mediocridad que ríe las gracias del que manda para formar parte del chiringuito universitario, que mira sistemáticamente para otro lado y que espera su turno en la lista. Esa es la mediocridad sobre la que se apoya la politización de nuestra universidad. La mediocridad que lastra el despegue económico de nuestro país. Pero, como hay mucho político en ese 85% universitario, nada se hará, ni antes ni después de las elecciones. ...My Fear by Lawrence Raab struck me as a simplistic poem when first read. Upon the first reading I understood that Raab was talking about the emotion of fear, but once I read it again you couldn’t help but pick up on the obvious personification that Raab uses. I believe that to be the overall literary device that he uses in this poem. He refers to fear, an emotion, as “he” and “mister” giving it a much more personal backbone. “Mr. Fear” shows how Raab has respect for him and what he does. He doesn’t want fear to not exist, but instead he acknowledges fear’s existence. Raab gives fear its own emotions by saying, “Maybe he smiles when he finds the right one. Maybe he’s sorry.” I also feel like in this poem, Raab is talking about a nightmare. Nightmares always induce fear into our peaceful rest. The poem talks about dreams and what fear has in store for them. He also asks fear to make his burden he takes from him to be small and easy to get rid of. I tried to find some underlying meaning to the part of the poem where it says, “Fear, let me have a small brown bat and a purse of crickets...,” but I still wasn’t sure. A brown bat might represent a boy because boys play baseball and the purse would represent a girl. But I was still unaware how it tied into the fear notion. The overall theme that Raab is trying to get across with this poem is that fear is alive. It’s an emotion everyone feels, but it is also something that lives inside each person. ...Martin Luther King's “Letter from Birmingham Jail” strives to justify the desperate need for nonviolent direct action, the absolute immorality of unjust laws together with what a just law is, as well as, the increasing probability of the “Negro” resorting to extreme disorder and bloodshed, in addition to his utter disappointment with the Church who, in his opinion, had not lived up to their responsibilities as people of God. King's justification to the eight clergymen for protesting segregation begins with a profound explanation of their actions, “Nonviolent direct action seeks to create such a crisis and foster such a tension that a community which has constantly refused to negotiate is forced to confront the issue”. The actions of the African American people are overdue and very well planned as King had explained in the letter. Their quest was to force the white politicians to negotiate and actually heed the requests for desegregation. As King explains, “past promises have been broken by the politicians and merchants of Birmingham and now is the time to fulfill the natural right of all people to be treated equal”.
