SUBJECT : BMPS IMPLAN 10/2013 “RAHUGAN festival 2013”
“Station Security Plan 6TH RAHUGAN Festival and Basud Town Fiesta Celebration”
Reference:
a. Executive Order no. 014-2013 from the Office of the Mayor; and b. Basud Town Fiesta and 6thRahugan Festival Celebration dated 17 to 24 October 2013.

I – SITUATION:

a. General:

The municipality of Basud will be launching its 6thRAHUGAN FESTIVAL coinciding with the Basud Town Fiesta in honor of Saint Raphael the Archangel with the theme“Bigkis ng Katatagan,Pundasyon ng Sambayanan Tungo sa Maunlad na Pamayanan” that will start the highlights on October 17 - 24, 2013. The expected influx of and visitors and devotees will impose additional task for Basud Municipal Police Station, which will entail an alert and active posture for all PNP personnel in the maintenance of peace and order, traffic direction and control, extending assistance to public and rending security to VIPs. As expected, unscrupulous persons and groups may take advantage to perpetrate their nefarious activities such as robbery, pick-pocketing, peddling of drugs and other similar crimes. Likewise, the CNNs might also exploit the occasion by means of staging violent activities against Basud Municipal Police Station and other government and private installations to inflict casualties while PNP personnel are busy with their tasks of maintaining peace and order. They might also conduct liquidation operations against PNP/AFP Personnel and other local government officials who will be vulnerable targets during these occasions.

b. Enemy Forces: Current INTSUMS

c. Friendly Forces: * 1st and 2nd CAA CN/22nd Coy PA based at Brgy. Pinagwarasan and Tuaca both of this municipality. * 2nd Cam. Norte, CAA Coy, Delta Coy, 22nd IB, 91ID, PA * CNPPO/PPSC – Dogongan, Daet, Camarines Norte * LGU,GOs/NGOs
d. Attachments and Detachments: On Orders

e. Assumptions:

1. Lawless elements might take advantage to perpetrate their nefarious activities such robbery, pick-pocketing, peddling of drugs and other similar crimes; 2. The CNNs operating within AOR might take advantage of the occasion by conducting raid/harassment to PNP/AFP Station/Camp and other vital installations.
3. The CNNs might undertake liquidation operation against PNP/AFP personnel and other local government officials;
4. Lawless elements might conduct sabotage/bombing or other forms of violence just to disrupt the celebration.
5. Heavy influx of people will converge in the different streets of Poblacion barangays during the conduct of different activities thereby creating traffic signals on primary and secondary thoroughfares.

II – MISSION:

The Basud Municipal Police Station, concurrent with its present mission, function and tasks will undertake preemptive measures to ensure a peaceful and orderly celebration of the 6thRAHUGAN FESTIVAL which will coincide with the Basud Town Fiesta Celebration, will provide assistance and security to VIP’s and the general public and implement measures to secure their safety. Likewise, theBasud Municipal Police Station will implement an effective traffic direction and control scheme which will ensure smooth flow of traffic during the conduct of different activities and expeditiously solve crimes that may be committed and arrest criminals taking the advantage of occasion.

III – EXECUTION:

a. Concept of Operation:

The security operation for the protection of devotees, visitors, VIPs, and the general public in the municipality of Basud, Camarines Norte during the week-long 6thRAHUGAN FESTIVAL Celebration shall be undertaken via the following:

a. Deployment of overt and covert PNP personnel purposely to deter offenders such as pickpocketeers, unruly crowd, saboteurs and other disgruntled elements/individuals from consummating their nefarious activities; b. EstablishedPublicAssistanceCenter in the vicinity wherein different activities/occasions are being held for immediate police assistance; c. Monitor and provide security for the arrival/departure of VIPs in the municipality; d. Provide security and maintain the smooth flow of traffic during the conduct of 4rd Mayor Dominador S. Davocol, Jr. Basketball Tournament (Mayor’s Cup),KaogmahansaBasud Beer Plaza, Eucharistic Celebration and Declaration of the opening of the 6thRahugan Festival, Agir-Products Display, Grand festival Parade with
DLC Competition, Gabi ngLolo’t Lola, Remontados Challenge, Ms. Basud and Ms. Rahugan Presentation and Fashion Show, BulilitRahugan, Rahugan Fun Run, Raven Party for a Cause, Tree Planting Activity, SabayangPagbigkas, Boxing Competition, Ms. Basud& Ms. Rahugan Grand Pageant Night, Skills Olympics on Disaster Preparedness, Barangay and Awards Night, Parade of Newly Crowned Ms. Basud and Ms. Rahugan, Fluvial Procession, Vesper Night, Grand Feast Day,Amateur Singing Contest and Awarding of Mayor’s Cup Basketball Tournament; e. Utilize Barangay Tanods as force multipliers and in coordination with the AFP counterpart in this area of responsibility.

b. Tasks:

1. Operation Section, BMPS a. Supervise and monitor the implementation of this plan. b. Prepare and submit reports any significant incident to CNPPO Operation Branch. c. Perform other tasks on orders.

2. Intelligence Section, BMPS a. Monitor plans of threat groups relative to this occasion. b. Monitor arrival of VIPs for the provision of necessary covert/overt security while within AOR. c. Perform other task on orders.

3. Investigation Section, BMPS

a. Conduct investigation and file appropriate charges to apprehended offenders. b. Perform other tasks on orders.

4. Traffic/Patrol Section, BMPS

a. Conduct highly visible mobile/foot police visibility patrols and enforce traffic direction and control during the conduct of different activities. b. Perform other tasks on orders.

5. PCR Section, BMPS

a. Distribution of flyers/leaflets regarding crime prevention and safety tips. b. Conduct information dissemination regarding activation and location of Public Assistance Center. c. Perform other tasks on orders.

c. Coordinating Instructions:

1. Task Group Commander shall be responsible and accountable for the efficient and effective implementation of this IMPLAN. 2. Close coordination with different committees is authorized/highly encouraged. 3. PublicAssistanceCenter will be established at the vicinity wherein different activities will be held, Barangay Tanod will be tapped as force multipliers to operate established PAC. 4. Police Operational Procedures shall be strictly observed by operating elements. 5. Respect for human rights and individual freedom shall always be observed.
6. Significant incident shall be immediately reported to CNPPO. 7. This IMPLAN will take effect upon approval.

IV – SERVICE SUPPORT:

a. Transportation – Priority use of organic vehicles. b. Logistical support/requirements above normal situation shall be referred to CNPPO. c. CASEVAC – Ambulance/nearest clinic/hospital. d. FAs and Ammos – Individual issue.

V – COMMAND AND SIGNAL:
