This report is an addendum to the Psychosexual Deviancy Evaluation of Mr. Carlos Martinez dated 6/13/16. The Snohomish County Prosecutors office requested this addendum after they determined that relevant data was omitted or not made available to this evaluator at the time of the evaluation. This evaluator was given three DVD’s that included nude videos of the victim in this case, digital penetration of the victim’s vagina in this case, what appears to be digital penetration of the victims anus, sexual intercourse between Mr. Martinez and the victim in this case, and what appears to be Mr. Martinez video recording himself and the victim in this case having an argument and physical altercation. Martinez has a sex offense conviction for a non-contact sex offense. Offenders with paraphilic interests are at increased risk for sexual recidivism. For example, most individuals have little interest in exposing their genitals to strangers or stealing underwear. Offenders who engage in these types of behaviors are more likely to have problems conforming their sexual behavior to conventional standards than offenders who have no interest in paraphilic activities.

It should be noted here that the DVD’s made available to this evaluator did not change Mr. Martinez’s static risk factors for future acts of sexual misconduct in the Static 99 risk assessment tool and remains as Moderate. The following risk factors were considered based on the new data made available to this evaluator:

The following are Dynamic risk factors that warrant consideration in this case:

-Mr. Martinez appears to have a deviant sexual interest. Results from Mr. Martinez’s plethysmograph examination indicate that he had a remarkable reaction to “Compliant Sex with a Minor Female”, and, “Rape of a Female Adult”. Mr. Martinez does not deny taking a video recording of the victim in this case, while she was nude and 14 years old.
