Encryption employing a digital signature and a public key infrastructure (PKI) can also strengthen authentication procedures and helps to ensure and verify the validity of e-business transactions. The digital signature is some sort of identifying information about the signer that is encrypted with the signer’s private key. Historical traffic volumes indicate that hourly throughputs per lane are generally increasing over time. This reflects a reduction in headways between vehicles as motorists’ acceptable and safe gaps between vehicles become smaller. As a direct consequence, the capacity of freeways has been observed to increase over time. The most recent edition of the US Highway Capacity Manual indicates a ceiling value significantly higher than that applied fifteen years prior. This paper has set out to identify the changing values of capacities over time as applied to freeway traffic conditions. The paper examines capacity in the context of observed volumes to date from both an Australian and International experience. This paper then examines the car following algorithm in the VISSIM microsimulation software to benchmark the similarity of the maximum freeway capacity against these observed volumes. Specifically, the paper provides a comprehensive quantitative review of the extant econometrics literature through a meta-regression analysis of 64 empirical studies that collectively report 868 estimates of the effects of education on inequality. We find that education affects the two tails of the distribution of incomes; it reduces the income share of top earners and increases the share of the bottom earners, but has no effect on the share of the middle class. Inequality in education widens income inequality. Education has a larger negative effect on inequality in Africa. The heterogeneity in reported estimates can be largely explained by differences in the specification of the econometric model. Agile methods have been increasingly adopted to make data warehouse design faster and nimbler. They divide a data warehouse project into sprints (iterations), and include a sprint planning phase that is critical to ensure the project success. Several factors impact on the optimality of a sprint plan, e.g., the estimated complexity, business value, and affinity of the elemental functionalities included in each sprint, which makes the planning problem difficult. In this paper we formalize the planning problem and propose an optimization model that, given the estimates made by the project team and a set of development constraints, produces an optimal sprint plan that maximizes the business value perceived by users. The planning problem is converted into a multi-knapsack problem with constraints, given a linear programming formulation, and solved using the IBM ILOG CPLEX Optimizer. Finally, the proposed approach is validated through effectiveness and efficiency tests.
