The role of Council is to provide good governance as they elected to represent and respond to local view and concerns, under take long range planning and priority setting, enact policies that determine what services are to be provided, establish rules and regulations that enhance the quality of life in the local community, adopt budgets, provide leadership and executive direction to ensure municipal decisions are implemented. Staff in conjunction with the CAO works to ensure that Council is well informed with sufficient information to assist in their decision making process; implement and administer the policies and programs as set out by Council, and provide appropriate follow up to Council inquiries and citizen inquiries and concerns. The roles are similar as council and staff are responding to the concerns of the citizens and working towards implementing programs and policies to meet the needs of the citizens in a fiscally responsible manner. They differ as staff look toward long term planning and sustainability, where Council looks at the short term matters and concerns. Increased interaction between staff and the community is a good support role of the elected officials by knowing the situations and concerns of the ratepayers of the community with the creation of a cooperative and supportive relationship of the operation of local government. This can also be a threat to elected officials who act as activists with an agenda of their own, which then they are not looking at making decisions for the betterment of the whole community. Administrators can foster a respectful and effective professional relationship between community, Council and staff by fostering a transformational leadership approach with opening up the lines of communication, keeping information flowing between all parties, education of new and existing programs and policies in the community.
