...VIETNAM: FOOD PROCESSING In the past 15 years Vietnam was grown from a net importer of food to a substantial exporter. It is the world's second most important exporter of rice, and the world's largest coffee exporter and producer of cashew nuts. Tea, peppers, nuts and spices have become important exports. Rice and coffee account for about half of agricultural export revenues. Soybeans, cashews, sugar cane, peanuts, bananas, poultry, fish and seafood are growing. Vietnam's agricultural exports are vulnerable to international price fluctuations because these exports are largely commodity based. Vietnam's agricultural fishing and forestry industries together produce over US$3 billion of goods annually. Roughly 55% of Vietnam's workforce is employed in agriculture. Commensurate with economic development, the sector had gone from a 25% share of GDP to less than 20% in 2008. Farm products accounted for 22% of the country's income in 2008, down sharply from 50% in 2005. Finally 17% of all of its exports are related to the agricultural, fisheries or food processing industries, down from 55% in 2006. Despite the trend, agriculture will continue to be very important as it raises the productivity of the 70% of Vietnam's population that lives in rural areas. Traditionally, Vietnam has protected agricultural market with regulations and high tariffs. The difficulties of Foxconn International Holdings If we shift from macro aggregates to company cases, it is much more difficult to be optimistic about Chinese manufacturing prospects for upward mobility towards competing on brand with established Western firms. The resources of generally favourable national ratios in manufacture are an advantage that can be negated in key sectors by Western firms which aim to relegate their Chinese partners to permanent junior assembler status by leaving them with nothing to invest in or no investment funds. This can be done in two ways. The first option is illustrated by the Sino-foreign joint ventures in car assembly (like SAIC) which hold more than 75% of the Chinese domestic car market and make almost no exports. Here, the dominant Western partner retains the intellectual property and know how in product and process, so that the Chinese subordinate may make profits but has no easy pathway to upward mobility through own account strategic investment in, for example, power train manufacture. The second option is illustrated by electronics assemblers like Foxconn International Holdings (FIH) which can derive little benefit from assembling premium products like smart phones for sale in Western export markets. Global assessment in 2010-111 Daniel Vaughan-Whitehead 2 SUMMARY Worrying global wage trends around the world as well as poor wage practices along the supply chain – both exacerbated by the economic crisis – have led to increasing concerns over wage issues. This paper is aimed at identifying how ‘fair’ would be wage practices along the supply chain. For this we first propose to define ‘Fair wages’ through a new approach, the ‘Fair wage approach’, aimed at providing CSR actors with a coherent set of fair wage dimensions and indicators. This new approach is then applied in a large-scale exercise carried out on wages in more than 100 suppliers in Asia and complemented by three case studies in China. This exercise carried out in 2010-11 provides first hand and most recent information on wage practices among suppliers. The results identify a number of wage problems along the supply chain, and also confirm the need to address wage issues using a broad spectrum of different ‘fair wage’ dimensions, including living wages, minimum wages, prevailing wages, social dialogue, the payment of working hours and the evolution of wages in accordance with prices, enterprise performance and changes in technology and human capital.
