Logistics Management Division’s VSV Program Strengthens Internal Controls

Launched in September 2013, the Office of Administration, Logistics Management Division’s Virtual Site Visit (VSV) program is a comprehensive review of an office’s compliance with policies and procedures in the Logistics Management areas of operation. It is intended to reduce the number of findings from audits, Inspectors General reports and other internal and external reviews of compliance. It replaces the traditional physical site assistance visit in a time of dwindling travel budgets, while enabling Office of Administration to continue one-on-one engagement with agency offices. To date, we have conducted 18 VSV’s, with a slate of eight underway for FY 2016.

To develop the program, we reviewed every Logistics Management policy, procedure, handbook, branded form and guidance document to develop measurable performance criteria. The result is a 40-item checklist covering 14 areas of operation, including personal property, physical inventory, fleet, leased copiers and transit subsidy. Each item in the checklist features specific policy references, evaluation criteria, data sampling and/or analysis methodology and objective performance benchmarks.

The program is entirely virtual, requiring no physical presence, and is managed using existing agency technologies, including the Enterprise Collaboration Network (ECN), AT&T Connect and Lync. The VSV is not an audit, rather it is a review program intended to help an agency office understand where its strengths and weaknesses lie in areas of Logistics Management, and how to recommend improvements.

Upon selection, an office receives notification from the Associate Director for Management (MGT) and the Chief Administrative Officer (CAO). We conduct an in-brief with the selected office director to introduce the program, then gather data from
