How to Write an RFP for e-Learning Services
Including a Customizable RFP Template

What is an RFP?
How can you narrow the list of possibilities before contracting for services? How can you ensure that your organization’s business needs will be met? One solution is to write and distribute a Request for Proposal (RFP) in the marketplace. An RFP is a document produced by a company seeking goods and/or services and distributed to prospective vendors. Vendors then provide proposals based on the criteria specified within the RFP. A well-written RFP will outline specific information about your organization, the services and products you need, and the specific requirements suppliers must meet in order to win your business. It forces your to identify your business and technical requirements. It also forces the vendor to state in writing to what extent they can meet your requirements. A written RFP increases market awareness of your organization’s needs, thereby increasing the competition to serve those needs and increasing the formality of the relationship between you and the supplier. In short, an RFP places you—the buyer—in control of the desired service levels and related requirements and lets potential vendors know up front that your most important concern is the level of customer service you will receive.

Reasons to Write a Formal Request for Proposal

To increase competition for your organization’s money, which will increase the options and potentially could drive down the cost. To identify and select qualified organizations capable of supporting high levels of service in the most cost-effective and administratively efficient manner possible. To select stable, organized and efficient organizations interested in developing long-term relationships. To award opportunities to the most capable and qualified organization(s)—whose capabilities and experience can support demands and can grow as needs evolve. To outline the terms of a formal working agreement that holds both the buyer and the supplier liable to certain terms and conditions—the legalities of the opportunity.

RFPs are a lot of work, but they’re worth it. If you are planning on purchasing a learning management system and e-learning courseware that you hope to use for 3 to 5 years, it obviously makes sense to find the vendor or vendors whose products match your needs as closely as possible. It’s certainly easy to take shortcuts. Industry gossip, fancy ad campaigns, anecdotal stories and conversations over lunch might provide you with a few tips. But deciding on an e-learning vendor is much different than using the latest Consumer Reports to choose a lawnmower. You need to be educated, and there should be no guessing involved.

How to Write an Effective RFP
The key to getting the best quality services required for your e-learning project is a carefully written RFP. Top Five Things to Include in Your RFP Within your RFP you should include the general business goals which need to be met by the proposed e-learning program. This includes measurements of success—how your organization will determine whether your e-learning initiative has been successful.

1. Your Overall Training Goal

2. The Trainees/Audience

Your RFP should also include a brief summary of the roles/jobs of the trainees. This information should include details regarding how job roles and processes are currently taught, and how trainees’ responsibilities will change as a result of the introduction of the proposed e-learning program. Be sure to include the number of people—by job category and geographic location— expected to be trained. This type of information will assist vendors in understanding your target audience for whom the program will be developed. The objectives within the RFP should describe exactly what the trainees will be required to do as a result of going through the e-learning training program. Each objective should be detailed within the RFP so vendors can better understand the training goals of your proposed e-learning program.

3. State Your Objectives

4. Project Details/Specifications

An effective RFP should also include specific details about the project such as: • Information about your organization’s technical infrastructure, end-user hardware, etc. • Details regarding the training program content required. • Anticipated project team organization and implementation schedule. • Budget/schedule criteria.

5. Request for Vendor Suggestions/Input

It’s always a useful idea to include a request for feedback from vendors when there are specific needs you aren’t sure how to address.

RFP Template
The following RFP template can be used to develop your own request for proposal. You should complete sections A through C yourself in order to provide vendors with enough information to formulate a response. Sections D and E provide an outline of questions that should be directed toward vendors about their capabilities, products and services. This entire document can be edited to meet your organization’s specific requirements and informational needs.

Given their resources and availability resources, they found that it would be more cost effective to outsource much of the work. So they developed two comprehensive requests for proposal (RFPs). The first was for procurement, and installation of the system. The second was for support and maintenance. There were 11 responses to the two RFPs, which were reviewed by more than twenty of various technology and business committees within the bank. IBM and Anderson Consulting were chosen to help with the procurement, deployment, and installation, and IBM was chosen to help with the support and maintenance. The Bank of Boston Branches will be getting a complete facelift: new client/server-based local area net works, new customer service and sales applications software, electronic mail, and remote software distribution, as well as automated data backup and recovery systems. The bank reports numerous benefits from developing an RFP using a disciplined approach. ...some local general contractors. Using the outline of the RFP sections discussed this week, what are some specific questions or areas of detail that you would put in your RFP? What are some ways that you’d tailor your RFP to make sure that you knew if the local general contractor whom you choose will meet all of your success criteria? You would definitely want to know specifically what services will and will not be provided in this situation. I would want to have a clear understanding of what will be provided and what the cost is so I can see that difference between contractors. I can then better evaluate my budget and whether I am on track. I would also like to know what the contractors background is and what their experience level is in building a house like mine. I would also like to understand the talent level of the team that will be involved in my project. What is their experience and track record. I think these things would help you achieve success in getting house done on time. Given the content of an Request for Qualifications (RFQ’s) versus a Request for Proposals (RFP), do you feel that RFQ’s and RFP’s should both be a part of a procurement process (e.g. issue an RFQ, receive responses, shortlist bidders, and then issue an RFP to the short-listed vendors) or is one of these (either the RFQ or the RFP alone) sufficient for selecting a vendor? All the requirements for project completion are needed in the RFP in order to have a successful project. But I think the most...

...Golf RFP has launched a beta version of its Request for Proposal (RFP) website designed to connect golf groups with golf courses through a simple bidding process. This is the golf industry’s first online solution that addresses the group business segment. Golf RFP is a free service to any user, golf organizer or meeting planner that completes an online profile. Once the profile has been completed, the user may submit a Golf RFP for one or multiple days of golf, up to seven consecutive days. Users will then receive offers from golf courses interested in earning the group’s business. “We put the power of the sale in the hands of the golf course. It’s up to each individual course if they want to bid on the RFP and how aggressive they wish to get in hopes of winning the business,” said Gary Lorfano, Golf RFP founder. The website is now accepting memberships from golf courses looking to join the Golf RFP network of courses. Each membership type requires an initiation fee. Fees range from $600 for a Member Club and $1,000 for a Premier Club, which includes special advertising benefits on the Golf RFP website. “Today, a golf course relies significantly on group business and that is where Golf RFP will focus,” said Lorfano. A former Tournament Coordinator while at the Marriott Orlando World Center and current owner of Entertainment Solutions Group, a golf centric sports and entertainment company, Lorfano understands not only what the golf courses need, but how to best assist...

Net250 Wk 1 Lab

...Sometimes the most fun, as well as the most challenging, part of your IT job is to consider adding new features and applications to your existing network. Part of the selection process for these additions is to first outline your own company’s business goals for the addition, and then ask vendors, in an RFP format, to give you information about their products and how they might best solve your new network addition. For this lab, you will be an IT manager that is selecting the best company that satisfies the business requirements outlined by your company in setting up a new call center. Remember this is subjective, so there is no one right answer. The way you decide to set up your evaluation matrix will be different from another’s matrix and that is OK. You will fill out the attached spreadsheet and write a short summary of how you made your decision; again since these are subjective it is important to point out how you decided to evaluate many of the important features. In order to work with this RFP problem, use the PBX-ACD side-by-side analysis document included in your iLab page. You will consider this information to be the compiled responses to your RFP from several of the top vendors. Have fun! Remember, you are an IT manager and your company is transforming its Customer Service Department into a Call Center facility. You have not had a call center facility as part of your internal network before, so this is all new to you. An Automatic Call Distributor...
