A civilized person is a person who still kept their culture and have the knowledge and skills. A civilized person can sometime can be fierce, crude and act in a rude manners. Evidence from the story show that Zaroff consider himself civilized, Rainsford consider Zaroff civilized, and Rainsford consider himself civilized.
