Overview of the Problem In December 2014, President Obama signed an Executive Order and developed the President’s Task Force on 21st Century Policing. The members of the Task Force were given 90 days to develop a report outlining ways to ensure all components of the community, the public, and the police, treat one another “fairly and justly”, build trust between the public and police officers, and have mutual respect when maintaining public safety (President’s Task Force, 2015). Specific areas of policing were narrowed down and discussed, to include policy and oversight.
