A Crisis Management Communication Plan
One must always expect the unexpected and prepare for the unforeseen in order to live up honestly to the universal principles of health care. Beyond the standard day-to-day challenges, this necessity of preparedness is pushed to the extreme in the event of a mass causality incident (MCI). A large explosion in a crowded stadium represents the epitome of crisis management, as present emergency medical officials are immediately overwhelmed and the high number of casualties can overwhelm even the largest of hospitals—requiring adherence to a general crisis management plan. The near proximity between the explosion and the hospital, as well as the high concentration of casualties in one place, pose unique challenges that would not otherwise be present and require a higher degree of emergency communication to be effective.
The Scenario
On a Thursday night, the Fresno Grizzly baseball team is hosting an exhibition game with the San Francisco Giants at Chukchansi Park baseball stadium with an attendance of just over 14,000 people. During the planned post-game firework show, there is a mechanical error, causing a long series of explosions. The far section of the stadium is immediately structurally damaged and collapses, while a gas fire quickly erupts, engulfing over half of the stadium and several nearby buildings. Chaos quickly erupts in the nearby area, as crowds from the stadium and the nearby Seland Arena erratically stampede into the streets. The on-scene emergency officials are immediately overwhelmed as they begin to deliver patients to the CRMC hospital.
The Plan for CRMC crisis communication management
To establish (1) a command center and (2) an employee communication tree. The basic premise of communication remains the same whether in a crisis situation or not; however, when in a crisis, the volume of information that needs to be communicated increases drastically, as does its urgency in being delivered. In order to deal with the high volume, it is important to create an incident command center that is responsible for allocating resources and distributing vital information to all relevant parties, starting with an overhead announcement of the triage code (Pearson & Clair, 1998). Because of the number of injuries arriving, all personal will be needed. Department supervisors will be responsible for contacting all available employees by activating an employee communication tree. These two elements represent the increased inter-reliance between groups in crisis situations and ensures effective communication.
To assist one another in developing communication techniques. In a chaotic situation, communication can sometimes hang by a thread and if the wrong decisions are made, that thread can easily snap, deepening the chaos. Many times, some people will be overly aggressive when communicating due to their frustration and heightened emotional state. This type of communication creates more stress and is generally ineffective in such an impacted situation. On the other end of the spectrum, an excessively passive communication type can also further complicate the situation because details can easily be lost in the high-paced, high-stress environment that comes with a crisis. Usually the cause of ineffective, and sometimes even harmful, communication styles in a crisis is the inability to control one’s emotions. In order to ensure that proper communication techniques are being used it is important that there be a group dialogue to correct an individual’s communication type if it is harming the work environment. In addition, reducing stress levels has an impact on curbing negative communication.
To encourage direct, assertive, and group communication. Communication is different in a crisis situation and thus different styles of communication are necessary. An assertive approach is often needed, because it keeps information clear clear despite a busy environment, while not contributing any added stressors to the situation. A complementing approach, direct communication, is also very effective as it helps to prevent miscommunications by limiting the number of times something needs to be repeated. The most important type of communication in this scenario is group communication. The inter-dependence between so many people requires that information be shared between several individuals in a clear and direct manner. Even the best-tempered individual form of communication could not substitute for basic group contact, which is the foundation for all meaningful instruction in medical emergencies.
To reduce stress by (1) knowing your role, (2) sharing the burden, and (3) taking breaks. Naturally, stress is normal and even expected during any type of medical crisis, though that is not to say that stress cannot be managed effectively in such situations. The most basic stress-reducing technique is simply being aware of one’s individual role and following the emergency protocol, as it provides a sense of familiarity and structure (Smart & Vertinsky, 1977). From an administrative perspective, rotating employees between high-stress and low-stress jobs can maintain a balanced team that equally shares the burden, by allowing for all employees to have moments of rest. Providing and encouraging breaks from work is a simple and yet effective strategy to control stress, though it can sometimes appear counter-intuitive in crises; however, in situations with a high number of causalities such as this scenario, ensuring that employees take a break can lead to a sharper, more effective response team. These 3 ways to reduce stress are an important part to this crisis management communication plan due to the highly-emotional impact of the incident.
To evaluate the crisis management communication plan and its implementation. In order to determine if communication was effective in the crisis, there are a variety of factors that must been analyzed, such as the following: the ability of the command center to distribute information, the implementation of the employee communication tree, regular group meetings, the use of stress-relieving measures, and personal conversation with involved employees. In the end, the most important factor to analyze is whether the on-the-ground health care professionals were able to function without having an undue burden placed on them by a preventable communication failure.
Conclusion
By definition, a medical crisis is a situation in which normal resources are insufficient. This plan aims to provide some general structure for the situations that can never be fully prepared for, by outlining a sturdy foundation of communication. This will provide medical professionals with an environment in which they are free to do what they do best, adapt to difficult situations in order to meet the unique needs of the moment that can never be fully anticipated.
