...The Reconstruction Era As a country, America has gone though many political changes throughout its lifetime. Leaders have come and gone, and all of them have had their own objectives and plans for the future. As history has taken its course, though, almost all of these “revolutionary movements” have come to an end. One such movement was Reconstruction. Reconstruction was a violent period that defined the defeated South’s status in the Union and the meaning of freedom for ex-slaves. Though, like many things in life, it did come to an end, and the resulting outcome has been labeled both a success and a failure. When Reconstruction began in 1865, a broken America had just finished fighting the Civil War . In many respects, Reconstruction was a time period of attempted healing and building. It was the point where America attempted to become a full running country once more. This, though, was not an easy task. The memory of massive death was still in the front of everyone’s mind, hardening into resentment and sometimes even hatred. The south was virtually non-existent politically or economically, and searching desperately for a way into the political scene. Along with these things, now living amongst the population were almost four million former slaves, who had no idea how to make a living on their own. They were now finally prepared to realize their potential force in order to exercise a decisive measure of political control over their own lives. Consequently, several African-American mayors of major cities, especially in the industrial North, were elected opening the floodgates of other African-American elected officials throughout the nation, including city council-members, aldermen, school board members, governors and presidents. After winning the primary and the general election with 95 percent of the African-American vote (At the same time, Carl Stokes was elected mayor of Cleveland, Ohio), Richard G. Hatcher became the first African-American mayor of Gary, Indiana, and the first in the state of Indiana. He was elected in November 1967 and inaugurated in January 1968. Hatcher served an unprecedented five terms and as one of the beneficiaries of the Civil Rights Movement, he set the tone and was used as the standard by which many African-American mayors, that came after him, throughout the nation, were evaluated or criticized. Hatcher broke the racial glass ceiling for a host of African-American mayors who followed him. To completely understand why disparities are important, one must attempt to comprehend the base causes for the enormous amount of juvenile crime in the United States. Many developments within the criminal justice system have helped reduce the amount of racially induced arrests; however, nothing has been presented to reduce the root causes for the crime levels and the disparities that still exist. The following paper will discuss juvenile justice statistics, legislation of racial bias in the juvenile justice system, racial disparities, and root causes as well as possible solutions. Statistics To understand the evidence that is currently available, nationally, is very important when discussing disparities of a juvenile offender's race and ethnicity. The most recently available statistics are those of 2007 for juvenile offenders. These linkages, a result of the activities of the country’s leadership, made Liberia an international pariah and brought about the imposition of economic sanctions by the United Nations. Within the comity of nations, Liberia came to be viewed as a country that significantly contributed to the destabilization of the subregion through encouragement and support given to various armed groups that allegedly attacked Sierra Leone, Guinea and La Côte d’Ivoire. Liberia, nevertheless, is also associated with legendary contributions to Africa and the world at large. These contributions range from the fields of politics to sports, medicine, and religion. In the area of politics, Liberia produced Angie Brooks Randolph, the first African female President of the UN General Assembly.
