During my more than 20 years with the United States Army, law enforcement and the transportation security aviation sector, I’ve been faced with numerous instances of where my crisis management/emergency preparedness knowledge, skills and abilities have been tested. I have responded to numerous significant transportation security incidents and other critical incidents as defined by the National Incident Management Systems (NIMS) or as directed by the Federal Security Director (FSD) or appropriate authority. These incidents were real-world, as well as notional exercises.
Based on my crisis management/emergency preparedness expertise, I was appointed by the Louisiana Federal Security Director (FSD) as the Emergency Preparedness Liaison during …show more content…
In these drills or exercises I am an active participant. During several pre-exercise meeting discussions, a number of the Airport Security Coordinators (ASCs) have called upon my expertise in the creation, development and consultation of these exercises, prior to implementation. At times, I’m called upon as an evaluator to provide feedback. I am careful to provide feedback in a constructive and positive manner, so as to not cause discord. I also provide feedback to attain best practices and what was done well. I have participated in full scale and table-top exercises at the Alexandria International Airport (AEX); the Baton Rouge Metropolitan Airport (BTR); the Lafayette Regional Airport (LFT) and the Lake Charles Regional Airport (LCH). Initially the exercises are planned as a non-security, disaster related scenario, such as an aircraft crash. My involvement has allowed me to introduce security related scenarios into the exercises, such as IED devices, active shooter, or security breaches. This enables the exercises, whether full-scale or table-top, to align with the NIMS / ICS All Hazards approach relative to emergency
