Most of them speak different languages as Spanish, French, and some already speak English. It has been debated and voted on in five voter driven states. The states are Arizona, California, Colorado, Massachusetts, and Oregon. The voters have been asked to make decisions about the education of the English language learners (Mora, 2009). But only three states, California (1998), Massachusetts (2002), and Arizona (2000) passed the laws for English-only learners to be put in programs, and Colorado (2002) and Oregon (2008) rejected the initiatives of the ballot (Mora, 2009). The voters were in English only groups that were against having bilingual education for the students’ (Mora, 2009). The teachers were having a hard time in learning how to teach the English language learners. But in the 1960s, the federal and state governments have created new laws and policies that give the English language students’ the rights to a meaningful and equitable education (Mora, 2009). The government also provided funds and guidelines for a transitional bilingual education program for the English language learners to help them to become educated (Mora, 2009). In the Lau v. In particular, it examines Critical Pedagogy, Pragmatic Pedagogy and Critical-Pragmatic Pedagogy in the context of teaching academic writing to university students. This is an important issue as there is widespread debate as to what constitutes effective EAP instruction within the academic sphere. The conflicting perspectives are that a critical approach to pedagogy, with its challenge of current ‘implicit and explicit standards’ (Cherryholmes: 1988) is most effective. Other academics argue the case of a vulgar pragmatic approach that relies on structure and ‘the notions of theory and practice’ (Williams: 1983). There is also support for a hybrid approach to EAP learning, known as critical pragmatism. This method encourages the characteristic critical pedagogical challenge of the status quo, while still requiring ideas to be translated and conveyed by means of structured ‘discourse practices’ (Cherryholmes: 1988). Their comprehension is based on two elements. One is their knowledge of the words and grammar of the English language. But this is not enough. In different contexts and in different situations the word “powerful” may mean different things: “ a powerful car “ in the advertisement is not the same as “ a powerful method” for solving a problem , or “a powerful man” in felling trees, though the three “powerfuls” do not have smth in common. Similarly, the word “car” can mean not only an automobile , but also according to Webster’s New World Dictionary of the American Language it means “ a streetcar; an elevator cage; a part of the balloon which carries people and equipment” . “Understanding” the above sentence means that those hearing or reading it can imagine automobile, probably big, that can run very fast. This is where the second element of comprehension comes in: besides knowledge of the language comprehension implies knowledge of the outside world, called extralinguistic knowledge or encyclopedic knowledge or background knowledge.
