He already expects his readers to know that God is sovereign over His world. He is the author and source of all things, therefore, our prayers do not force the Lord of all to do anything. Packer wants his audience to realize that because the God is sovereign, we cannot save ourselves. Our salvation comes through Him and in Him; it is nothing we did ourselves.
