Cost-shifting to employers has lead to aggressive marketing of high deductible health plans, although some studies have shown that high deductibles result in delay of needed care(Sipkoff, 2010). The delay is due to added expense of having to incurred paying more out of pocket bill to an already stretched paycheck. Customers with high deductions are opting out and delaying going to the doctors. “There is no doubt that people with high deductibles and co payments delay seeking care, sometimes dangerously, and they have lower refill rates,” (Sipkoff, 2010). It proves that health care costs with their high-deductible is and unfair balance in the statistical distribution of benefits as government and politicians stipulates rules and regulation
