Thru my investigation I found that the DSS began recruiting non-profit organizations in the community like La Alianza to fulfill its sociocultural gap; especially, racial and ethnic minorities to provide the welfare for the abused and neglected children in the state of Massachusetts. DSS was established a collaborative relationship with La Alianza with the intention to manage and offer better child welfare services. La Alianza was very reputable at the time in fulfilling its mission. DSS hoped that La Alianza would close the cultural sensitivity gap they were struggling with in providing the childcare and family needs in the Hispanic community.

DSS was being overly optimistic about La Alianza’s potential without considering how much training and work it would take for the staff. La Alianza’s staff who were not qualified to give the kind of services DSS wanted them to provide. La Alianza's mission was to give mostly preventive services and not intervention services. DSS chose to overlook a lack of experience that the La Alianza had to give services involving such legal matters that dealt with the lives of the most vulnerable children in the community. La Alianza believed they could do a better job in placing the Hispanic children in the culturally similar foster homes than DSS had been placing. From the managerial standpoint, every organization has the values. La Alianza’s values of supporting the community to become better contraindicated with what DSS contacting was asking for. DSS contract required unpleasant policing, punitive action of separating children from their parents and legal rules and regulations. For any organization, when the mission and values do not align with the services they have to provide, creates a hardship to manage.
PAS was designed to standardize practices and rules to make sure the equal state support for the contractors like La Alianza. DSS loaded La Alianza with the workload they were not capable of handling. PAS failed to give the support, training and oversight to La Alianza, which ultimately lead La Alianza on the path of failure causing many children in the community suffer the neglect and
