Residential Land Development Residential construction planning and zoning will be the primary focus of this research assignment. First discussed topic will be a rough checklist of the development process from start to finish. Secondly discussed, will be the comprehensive land use plan. Next, the topic will be exactly what zoning is, and how it affects urban land development process. Subdivision regulations, plats, will also be discussed. Lastly a graph showing the process will be provided and discussed regarding the city of Lubbock ‘s development process. Development starts with a vision in mind; it would be have to be used with the skills, desires and resources to produce the outcome that is desirable by the developer. “Construction Funding (4th Edition)” says, “ The process of development is long and complex”, they give a check list that is a good guideline for the process, but due to the complexity of the process it is not a definite checklist. According to “Construction Funding (4th Edition)” page 67 the check list goes as follows:
- Concept: Product identification and establishment of development criteria

- Assemble Internal team: Site Acquisition, financial analysis, marketing, negotiation

- Location possibilities
- Feasibility study
- Marketing study
- Site Analysis: Preliminary environmental study, suitable for desired purpose; identifying potential obstacles and opposition
- Land Acquisition: Optioning the land, securing control
- Obtain Environmental Phase I report and soil borings analysis of site
- Preliminary contacts with possible debt and equity sources
- Assemble External Team: Architect, Engineer, land planner, landscape architect, surveyor, legal team, line up possible general contractors; sign contracts with major professionals; detail levels of responsibility; clarify areas of

On the other hand, economists like Acemoglu, Johnson and Robinson, and Engerman and Sokoloff argue against simple geographic hypothesis and illustrate that geography can only affect patterns of growth through the choice of institutions that influence economic performance. Looking at the current situation, one can observe tremendous differences in living standards between developed and developing countries. There is a variety of explanations why economic performances have diverged so extremely. However, the two main candidates to explain the causes of the big divergence are geography and institutions. The geography hypothesis emphasizes nature forces and geography as the main factors determining economic performance. Acemoglu, Johnson and Robinson (2002), however refute this hypothesis and illustrate that geography can affect economic growth only through an indirect channel, by affecting the choice of institutions. Descriptive and econometric analyses were used to analyze the sample data. Our results indicated that though more purchased inputs are allocated in government scheme, the private scheme was more efficient in terms of resource use. Average net farm incomes per hectare were N373,040, N427,070 and N285,975 for pepper, tomato and onion enterprises respectively under the private irrigation schemes.
