Lord Kelvin's Charge From Falling Water

Looking at figure 1 we can see that water is flowing in a steady stream through the dropper into a metal vessel, we can also see that the metal cover is not touching the metal vessel. The water consists of many ions and as it falls it brings about a small charge on the metal vessel however it is very small and is neutralized by an opposite charge very quickly. Lord William Thompson Kelvin however devised a method to accumulate the charge from falling water which is demonstrated by figure 2. Lord Kelvin achieved this by creating an identical setup such as in figure 1 and then cross connecting the two setups using wires as indicated with the red lines in figure 2.
