Europæisering og universalisme Anette Borchorst Diskussionerne om danske ydelsers universelle karakter har i det store og hele set bort fra betydningen af international og overnational regulering, herunder virkningerne af EU regulering. Som udgangspunkt giver det god mening. Selv om EU samarbejdet har bevæget sig langt ud over det mellemstatslige niveau og i dag omfatter næsten alle politikområder, herunder social- og velfærdspolitik, så opkræver EU ikke selv skatter og udbetaler ikke sociale ydelser direkte til borgerne, sådan som nationale velfærdsstater gør. Derfor findes der heller ikke en særlig europæisk velfærdsmodel. Det fælles EU regelgrundlag, den såkaldte acquis communautaire, lægger ikke op til harmonisering af sociale ydelser s indhold eller niveau i medlemslandene, men reglerne om arbejdskraftens fri bevægelighed lægger op til koordinering af sociale ydelser. Det har gradvis fået større betydning for nationale velfærdsydelser. I Danmark blev EU spørgsmål frem til 2010’erne stort set kun diskuteret ved folkeafstemningsdebatterne. Det var kun nej bevægelserne og nej-partierne og dermed yderfløjene i dansk politik, der argumenterede for, at denne koordinering sætter den danske velfærdsstatsmodel under pres. Fra 2011 blev østarbejdernes adgang til danske velfærdsydelser genstand for en omfattende offentlig og politisk debat, tematiseret som ’velfærdsturisme’.
