Public government information, such as government records, can often be promoted for analysis and reuse. Much of the information that the Irish government holds is potentially very useful to a variety of non-government individuals and groups. Currently the Irish government’s data management is controlled by the Central Statistics Office (CSO). Here certain information is available, but it is limited and difficult to use and access. If the government is to follow the open data movement, there are many benefits to be gained. Many government entities have already begun to publish open government data such as the United States, United Kingdom and the New Zealand governments. The increased openness of government data is powerful and can drive increased innovation and increase economic growth. Making this information more freely available for third-party reuse has the potential to create public value, develop new applications, increase government transparency and help Irish citizens understand what is happening inside the government. This will enable them to bring issues of concern to the attention to the national public. It...

...ultimate test of quality will always be what users and their families think of the services we provide” and then critically discuss the issues involved in seeking feedback on quality. Within this assignment I will draw upon course materials as part of my discussion. I will also draw upon some wider materials to broaden the discussion. In order to conduct the discussion I will first look at what service-user consultation is and how it is undertaken; and then I will look at both the positives and negatives in seeking feedback on the quality of a service. Introduction: Quality matters. Increasingly the idea of quality has impacted on health and social care services. The ever increasing number of quality initiatives being developed by the Government is just one example of how it is having an impact. Another way is the drive towards and focus on gaining service users views of services. And the reason behind it all is simple, the quality of a service impacts on the quality of life for its users and their carers. Service User Consultation: In the opinion of Martin and Henderson (2001) you can’t provide a quality service without knowing what kind of people use your service and what they need from your service. Writers such as Peters believe that the best way to find out these things is to work closely with service users and communicate with them. One way to do this would be to undertake service user consultation. So what is service user consultation? Simply put, service user consultation...

...Myanmar, our fields are becoming increasingly important. ECS believes that by opening, and democratizing research, we can more rapidly advance our important sciences and society at large, while directly fulfilling our mission. The key to scientific advancement has always been the open exchange of information. Yet even in today’s digital environment, many scientists around the world struggle to access quality, reliable research. The bottom line is discoveries need discoverability and that is only guaranteed through full Open Access. How did Free the Science come about? In March 2014, an ECS ad hoc Committee on the Free Dissemination of Research evaluated the evolving publishing landscape and the viability of transitioning to an Open Access publications model. They determined that in addition to maintaining our high standards of peer review, ECS should pursue complete Open Access to keep our publications relevant and sustainable. In May 2015, the ECS Board of Directors approved launching the Free the Science campaign to help fund the transition to complete Open Access by 2024. How much will it cost to Free the Science? Based on our projections and scenario planning, to completely open our digital library and publish all papers moving forward we will need to invest $40M to support our publishing operations. The good news is that the Free the Science initiative has already accrued $8M through operating surpluses and donations. How will ECS raise the additional $32M...

...Software Piracy in Pakistan Piracy is considered to be illegally spreading of anyone’s work. Being an illegal act measures should be taken to ban it and violators should be punished. The history of piracy goes back to the ancient times when people started trading and they were robbed in their ways to the destination. In the 20th century the word piracy was expanded to redistributing, selling or copying of some ones work without one’s consent. With the advancement of technology and individual work, the piracy on individual or company level is also becoming a burning issue. For instance radio piracy consists of unofficial and part-time broadcasting of different channels. Similar is the case of electronic media where stealing and distribution of CDs, DVDs, softwares, soft copies of documents and other stuff has become common. Among these piracies of electronic media, illegal use of softwares is the utmost issue of today’s world of technology. Software piracy is the illegal copying, distribution, unauthorized resale, software counterfeiting and cracking for personal use. It is obviously an illegal act as it is considered as confiscating one’s intellectual property. In software piracy, software is purchased by one person for one single computer or organization & it is then duplicated as backup or given to other people for their personal use. The different types of software piracy include end user piracy, reseller piracy, trade name infringement and internet piracy. These all types...

...The issue of gun control is a very serious matter because of the danger that can come with firing a gun. Guns are weapons, and although they can be used for protection, accidents can happen. This is one of the reasons that there should be some form of restriction on the use and carrying of guns in public places. Texas should not become an Open Carry state. This is not to say that citizens and licensed gun holders should not be allowed to carry their weapons, but concealed carry is a better plan of action in my opinion. Personally, I am not comfortable with seeing someone, other than a police officer, with a gun in public. Bad decisions and gun related accidents can happen in an instant. I think there is not a lot that Congress and the Texas...

...The Economics of Open Source Software Development Jiirgen Bitzer and Philipp J. H. Srhroder (Editurs) O 2006 Published by Elsevier B.V. Linux vs. Windows: A Comparison of Application and Platform Innovation Incentives for Open Source and Proprietary Software Platforms Nicholas Economides and Evangelos Katsamakas ABSTRACT The chapter analyzes and compares the investment incentives of platform and application developers for Linux and Windows. We find that the level of investment in applications is larger when the operating system is open source rather than proprietary. The comparison of the levels of investment in the operating systems depends, among others, on reputation effects and the number of developers. The chapter also develops a short case study comparing Windows and Linux and identifies new directions for open source software research. Keywords: Open Source Software, operating systems, technology platforms, Linux, innovation incentives. JEL Classification: L 10, L86, L3 1. 10.1 INTRODUCTION Open source software is an emerging type of software that may fundamentally affect the business and economic features of the software industry. Linux, an open source operating system, has been the prominent example of the potential of the open source movement, competing against Microsoft Windows, the incumbent operating system. 208 Nicholas Economides and Evangelos Katsamkas This chapter analyzes the incentives to invest in application software and an operating...

...Open-Sourcing Self-Organizing Collaborative Communities Alan Cohen still remembers the first time he heard the word "Apache" as an adult, and it wasn't while watching a cowboys-and-Indians movie. It was the 1990s, the dot-com market was booming, and he was a senior manager for IBM, helping to oversee its emerging e-commerce business. "I had a whole team with me and a budget of about $8 million," Cohen recalled. "We were competing head-to-head with Microsoft, Netscape, Oracle, Sun-all the big boys. And we were 82 playing this very big-stakes game for e-commerce. IBM had a huge sales force selling all this e-commerce software. One day I asked the development director who worked for me, 'Say, Jeff, walk me through the development process for these e-commerce systems. What is the underlying Web server?' And he says to me, It's built on top of Apache.' The first thing I think of is John Wayne. 'What is Apache?' I ask. And he says it is a shareware program for Web server technology. He said it was produced for free by a bunch of geeks just working online in some kind of open-source chat room. I was floored. I said, 'How do you buy it?' And he says, Tou download it off a Web site for free.' And I said, 'Well, who supports it if something goes wrong?' And he says, 'I don't know-it just works!' And that was my first exposure to Apache . . . "Now you have to remember, back then Microsoft, IBM, Oracle, Netscape were all trying to build commercial Web servers. These were...

...synonymous with monopoly and substandard software, while Linux is based on free, open source and the concept of open standards, full disclosure and sharing. Microsoft attempts to discourage consumers from using the Linux solution by suggesting that the operating system is less than perfect, yet it remains blind to its own operating system's problems existent within Windows 95/98 and Windows NT. It's a well-known fact that Microsoft dominate the software market despite these facts. Are they operating within legal and ethical boundaries? And is it possible that they could fall from grace because of this? `When you say "I wrote a program that crashed Windows", people just stare at you blankly and say "Hey, I got those with the system, *for free*".' (Linus Torvalds) Introduction Linux and Microsoft operating systems have been marketed very differently. The objectives of the two factions are very different indeed. One seems to be oriented towards market domination, market cornering and making the most amount of money it can, and the other towards creating a free, open source operating system. This may sound too simplistic with the two extremities, and may be a bit more complicated. This report will investigate into the differences in the way that the Linux and Microsoft operating systems have been developed and marketed, and how Microsoft rose to fame, and the possibilities of it's fall from grace. Open Source The significant difference between the Linux and Microsoft operating...

...What Is Open Source? Technically, “open source” means software that issupplied with the original code in which it was written allowing others to view, modify, adapt, and improve this code. This can include software that cannot be redistributed without explicit permission (and often a payment) to the software owner. Most people now define “open source” more narrowly to as software with the following further characteristics: • It is protected by copyright, but not patents. • It has a “copy-left” license (GNU license or similar), which states that it can be redistributed for no charge, but the source code and modifications must be licensed out under the same terms that it was licensed in. Sample licenses are available at http://www.opensource.org. Please note, that it is acceptable to sell commercial software in a bundle with this “open source” software. Open source software is not the same as “shareware” or “freeware” which often does not come with source code and has zero cost as its defining characteristic. Open source software, may or may not be zero cost. The benefit of open source software is that when people are allowed to read, distribute, and modify the source code for a piece of software, the software evolves and gets better. Open Source in Brief In practice, a typical open-source project uses a web or other internet site as the repository for the source code, documentation, discussions, design documents, bug and issue lists, and other artifacts associated...

...Ideas, USA www.ijbssnet.com A study of Organizational Citizenship Behaviours, Organizational Structures and Open Innovation M. Muzamil NAQSHBANDI* Dr. Sharan KAUR Deptt of Business Strategy and Policy Faculty of Business and Accountancy University of Malaya, Kuala Lumpur, Malaysia- 50603 E-mail: virkul@gmail.com* Abstract With increasing technological advances, the need to create not only innovations but faster innovation has become a part of sustaining or gaining competitive advantage. Open innovation paradigm answers this need by utilizing larger resources and expertise that firms involved in the open innovation process offer. Given the recency of the concept of open innovation, the factors that influence the creation of open innovation are hazy. Most of the research on open innovation looks at the “hard” aspects of organizations, while the soft issues stand less researched. This conceptual paper draws attention to two such aspects of organization: organizational citizenship behaviour and organizational structure. This paper proposes that practicing organizational citizenship behaviours by the employees enhances the chances of creation of open innovation while not doing so can botch up the whole exercise particularly during the infancy stage. It is also proposed that informal organizational structures favour creation of innovation in the open innovation paradigm more than the rigid formal structures. It is further argued that besides proper citizenship...
