Introduction Russian economy can effectively develop only in close cooperation with international market of goods and services, in spite of huge potential and resources. It also required by the state reforms inside the country. However, World Trade Organization (WTO) states the rules of game on the international market, on time of international globalization. WTO unify about 160 countries and covers more than 95% of turnover of international trade. Russia should enter to WTO considering strategic perspective. This is only way for both Russia government and business. However, rules and norms of WTO create new organizational and legal environment of functioning, which on its own way creates mixed reaction. Based on this Russia needs deployed and targeted preparation for enter to WTO, without political rush, without damage for economic security and taking into account the views

...To what extent do organizations like the IMF, WTO, and World Bank challenge the nation state’s ability to shape domestic economic and social policy? The World Trade Organization welcomed with open arms Russia in 2012. This would open up trade possibilities for many countries in Asia, Europe and even the US. Some US companies, like Caterpillar, are already exporting a substantial amount to Russia. However, many in Congress do not want to grant Russia permanent normal trade status because of the way Russia has handled many political situations. EXPLANATION OF THE KEY TERM Raw materials are “inventory items that are used in the manufacturer’s conversion process to produce components, subassemblies, or finished products” (Satterlee, 2009). When determining whether to conduct business in a particular region, the availability and relative proximity to raw materials should be a determining factor in the decision making process. The GATT was developed in 1947 on a provisional base after World War 2; it was not started as an international organization, but rather an inter-governmental treaty. Instead of being made up of participating members, such as the WTO, the GATT consisted of contracting parties.
