The United States stands to benefit from the expansion of global clean energy markets, but only if it moves quickly to support domestic demand for and production of clean energy technologies through well-designed policy that enhances the competitiveness of U.S. firms. Clean energy markets are already substantial in scope and growing fast. Between 2004 and 2007, global investments in renewable energy more than doubled. Forecasts of investment totals over the next few decades vary according to assumptions made regarding the nature of future global climate agreements. Annual investments in global renewable energy markets could reach $106-$230 billion a year in 2020 and as much as $424 billion a year in 2030 (in year 2000 dollars). Over the next decade, assuming strong global action on climate change, cumulative global investment totals for clean power generation technologies could reach nearly $2.2 trillion. Recognizing the potential of these markets, China, Europe, and other nations are moving to cultivate their own clean energy industries and position them to gain large market shares in the decades ahead. The wastes that are subjected to the process of burning can include residential, hazardous and commercial wastes (Denilson et al., 1996). The wastes are burnt in an incinerator which is a large furnace designed for that work. Incineration converts the materials deemed as wastes including paper, metals, plastics and food scraps into fly ash, bottom ash, combustion gases and heat (Denilson et al., 1996). In some instances the heat produced by incineration can be used to create electric power. In the United States there are a total of 113 incinerators that are working and out of these, 86 are used to produce electricity (Brebbia et al., 2014). The last incinerator in US was built in the year 1997 and ever since there has been no new incinerator built (Brebbia et al., 2014). It is vague to evaluate the nuclear power plant performance but it can be measured through measuring the safety performance of the plant. In this work, the safety of nuclear power plants is assessed by developing a “Global Safety Index” (GSI). The GSI is developed by introducing three indicators: probability of accident occurrence, performance of safety system in case of an accident occurrence (during an accident), and the consequences of the accident. The GSI is developed by tracking the performance of the safety system during a design basis accident such as loss of coolant accident (LOCA). This is done by using the PCTran simulation code in simulation a PWR LOCA and introducing four indicators: the sensation time, the response time, and the recovery time together with Core Damage Frequency (CDF). A federal regulation was passed in May of 2008 to protect the polar bear species from extinction by adding them to the endangered list.
