Parents or legal guardians of the student are involved in each stage of the process and are given a copy of procedural safeguards, which summarized state and federal requirements for special education services. Once an evaluation is completed, the results are presented in an ARD meeting within 30 days of the time the written report was completed. The ARD committee discusses the results and an Individualized Education Plan or IEP is developed. Annual goals are set, placement is determined, and any accommodations are considered at this time. The Role of the Principal The principal is responsible for implementing any and all decisions made in an ARD or Admission, Review, Dismissal meeting, even if he/she designates an administrative assistant in his/her place. ...The Pre-Referral Process Heather Walden SPE-523N Module 4 May 28, 2014 The Pre-Referral Process The pre-referral process is a preventative measure that can help to eliminate inappropriate referrals for special education. Pre-referral supports general education teachers when they have students who exhibit academic or behavioral problems. During the pre-referral process, teachers document and explain the various difficulties and challenges that the student has and finds various instructional interventions to see if progress can be made. The pre-referral process helps students to not to be misidentified and placed in a special education program. If modifications/accommodations can be successfully made within the general education classroom and students’ progress, then the misidentification of students’ would be less. However, if the interventions that are put in place and do not improve the performance of the student, the next step would involve referring the student for an assessment to determine possible eligibility for special education services. Using the pre-referral process helps maintain children within the least restrictive environment and relies on special education as the last resort (Brownell, Sindelar, Kiely, & Danielson, 2013). There are two programs used in the pre-referral stage, one is Response to Intervention (RTI) and the other is Positive Behavior Interventions and Supports (PIBS). There are three tiers of intervention associated with RTI, the first...

...the clinical decisions made by the clinician daily. Establishing a physical therapy diagnosis allows the clinician to name and classify clusters of symptoms, signs, and demographic data of similar patients who have responded successfully to a specific treatment. Using the systematic process of classifying clinical data, developing categories based on the classification process, and naming categories of successfully treated patients increases the probability that the clinician will replicate or surpass the best results obtained in previous situations. Physical therapists thus must establish diagnostic categories that direct their treatment prescriptions and that provide a means of communication both within the profession and with other practitioners and consumers about the conditions that require their particular expertise for effective treatment and prognostication. Additionally, for professional credibility, physical therapists must refrain from using diagnostic labels that they cannot confirm through their own recognized examination and testing methods. The delineation of diagnoses that are based on signs and symptoms and that direct treatment prescriptions will also aid therapists in the process of identifying those conditions that are outside of their scope, which is a primary requirement for safe and ethical practice. ...ABSTRACT Title of Thesis: ENGLISH LANGUAGE LEARNER SPECIAL EDUCATION REFERRAL AND PLACEMENT OUTCOMES IN INSTRUCTIONAL CONSULTATION TEAMS SCHOOLS Arlene E. Silva, Master of Arts, 2005 Thesis Directed by: Professor Sylvia Rosenfield Department of Counseling and Personnel Services University of Maryland, College Park The present study serves as an examination and documentation of referral and placement outcomes of English Language Learner (ELL) cases in Instructional Consultation (IC) Teams schools. Archival data from 838 cases (12% of which were ELL cases) within five mid-Atlantic public school districts implementing IC Teams were analyzed for outcomes using logistic regression. Results included statistically significant differences in ELL versus non-ELL student initial team referral (IC or other prereferral intervention team) and ultimate IEP Team referrals. Initial referral concerns also differed significantly between ELL and non-ELL students. IC Teams were found to be more effective than existing prereferral intervention teams in decreasing the special education referrals of ELL and non-ELL students. The results of the present study serve as a foundation for future research in the areas of at-risk ELL students and their referrals to prereferral intervention teams and special education. ...CHAPTER I Introduction The computer has been in constant evolution since the middle of the 20th century. Computers are continued to get smaller in size, using less power and performing more advanced calculators. In 2007 apple released their Iphone to achieve the next goal in computing. This new type of communication tool, called smart phone, is generally referred to as a phone, which is poor labelling. A Smartphone is a handheld computer, which can place phone calls. Although the term Smartphone was first used in 1992, apple was the first company to release a Smartphone to a wider audience. This evolution is led by computer manufacturers and software companies and not handset manufacturers, which have controlled the market thus far. One competitor to apple Iphone OS is the android OS. Android originates from a small software company, acquired by Google and is now owned by open handset alliance (OHA), where Google is a member. OHA has over a hundred member companies such as mobile operators semiconductor companies handset manufacturers, software companies and commercialisation companies. Android is an emerging mobile technology still in the development phases. Early releases of the SDK have been made available to the mobile developer community to start writing applications before handsets are available on the market.
