Life brings about many changes and challenges. Many times its not the changes and challenges, it how we face and handle the changes and challenges that bombard our lives.

For thos who have deeply hurted and wounded by the many obstacles of life, it becomes harder and harder to continue to believe or even trust depending on the situation and the history of what has happen. Some people grow cold, heartless, hopeless and uncaring, a few will try to continue to push and believe that a brighter day will approach. When examining performance management systems, we concentrate both on performancexpectations and on the measurement and evaluation of organizational performance. Based on academic recommendations (e.g. Kaplan–Norton, 1996, 2000), these systems should be strategy-oriented at all levels of the organization – that is, the strategy should not be just a written document having relevance only for the top management and in the long run, but a common platform that governs everyday operation.

While the number of public organizations formulating strategies is increasing, only some of them commit themselves to develop adequate performance management systems as well. Aiming to identify the main motives, we carried out research in Hungarian governmental organizations where performance management systems (PMS) are under implementation. By using an institutionalist framework, we found that institutional environment is one of the principal motivators. Besides, internal change agents are also present and play a key role in the dissemination of management knowledge. However, both drivers are inefficient in the lack of sufficient pressure from the technical environment.

Strategic innovation cannot happen without change, and change does not happen without people. Perhaps one problem is that we focus too much on information technology. Being successful in

People form their attitudes primarily based on someone else’s perception versus their own. An attitude is what often guides people’s decisions. Postman and Powers discuss different levels of language and how both moving and still pictures may not be true representations of fact. Key indicators that they harbor suspicion about the media are obvious when they discuss recreations, how language operates and how words actually express meaning.
