Although a personal and local government budget amounts are substantially different, at their core they are all about prioritizing money appropriately and responsibly. So when I read Hidalgo County Judge Ramon Garcia’s article that the county rainy day fund helps to limit overspending I couldn’t help but to agree. In his column, Judge Garcia expresses that a government’s budget reflects its vision, strategies and priorities. For Hidalgo County, the top priority is “to provide for the health, safety and general welfare of its residents in an efficient and cost-effective manner.” An additional part of the needs of a county is establishing a rainy day fund. A rainy day fund is important to a county not only because the funds could be needed in an emergency situation or in any contingency, but also because they help determine the county’s credit rating of debt securities to potential investors. Judge Garcia states that Hidalgo County “continues to maintain a strong bond rating.” This accomplishment is...

Personal responsibility is recognizing that I have the freedom and control to choose my actions and accept the consequences that come from these actions. These actions can be as simple as determining what my attitude will be for the day all the way to choosing to have a great, motivating, and inspirational life. It is always difficult to start a new milestone in life, especially during the time when one has become a husband, a new father, and an entrepreneur. It is more challenging to transition to the school schedule which requires self-discipline, motivation, and dedication. Family, friends and spouse play a major role in one’s life when an individual decides to take a big step in achieving an educational goal. Dedication is the most common goal when comparing personal responsibility to college success. In both cases, one should devote their effort, energy and drive to accomplish the most possible. In addition, an individual who shows great enthusiasm when setting new goals would also attempt to create a preliminary plan to accomplish them. My preliminary plan to practice personal responsibility in my education is the following: 1. Establishing a network of new and existing friends with similar goals and responsibilities 2. Involving my spouse to fully support the objectives and duties set forth by the latter creating a stress-free environment, providing ideas, and proof reading some term papers, if needed 3.
