The differences are justified by telling us that equity must always be "approximate" and cannot possibly be perfect. But the imperfection falls in almost every case to the advantage of the privileged. In Maryland, for instance, one of several states in which the courts have looked at fiscal inequalities between school districts, an equity suit filed in 1978, although unsuccessful, led the state to reexamine the school funding system. When a task force set up by the governor offered its suggestions five years later, it argued that 100 percent equality was too expensive. The goal, it said, was 75 percent equality-meaning that the poorest districts should be granted no less than three quarters of the funds at the disposal of the average district. But, as the missing 25 percent translates into differences of input (teacher pay, provision of books, class size, etc.), we discover it is just enough to demarcate the difference between services appropriate to different social classes, and to formalize that difference in their destinies....

Boys and girls should trust each other, as well as men and women. When someone is abused, the trust is broken. Domestic violence is the use of physical force within a home in any form of abuse. Abuse can be a whole range of physical behavior, slapping, hitting, beating, or using weapons to hurt someone. It includes verbal and emotional abuse, where someone is constantly insulted and made to feel sad and worthless. It can also include rape and sexual abuse. Sexual abuse is when someone forces another to have sexual intercourse or do other sexual things against their will. Another form of abuse is total control where one adult makes all the decisions for another person or for a whole family. Family violence may start with an argument or even a fight, but it goes way beyond fighting. Some abusers were beaten as children, and others saw their parents use violence. Some abusers are uncomfortable with feelings like sadness, embarrassment, hurt, or even love. When these people have these feelings, they get angry, and then they get violent. Some abusers get violent when they run out of words, and some are drunk. Some abusers are jealous, mentally ill, or feel overwhelmed by problems. Some are just mean. This trend of male dominated storylines is evident in other forms of media as well: movies and television shows tend to be centered around men, but video games show the least diversity in protagonists and often have regressive views on women and their position in society. Women make up 20% of console video game players and 46% of computer and mobile game players in this 20 billion dollar a year industry, meaning they are contributing a large amount of profits (ESA). Despite their significant purchasing power, they are not represented equally as characters in games, and continue to be used as a plot device or sexual being to attract the male target audience. Neither are they allowed to be a compelling character with a story arc and personal growth as we see with the male protagonist. Female characters, when included, tend to be one dimensional and only valued for typically how they fit into traditional gender roles by being submissive and innocent. Juvenile crime grew more serious and violent, the rate of offending by females increased disproportionately, youth began entering the juvenile justice system at younger ages, and gang involvement became more prevalent. Recommendations for improving the juvenile justice system must take these changes into account. To establish a context for consideration of the future of the juvenile justice system, the workshop began with a presentation 1 of analyses of trends in juvenile arrests. The increase in juvenile arrests during the past decade driven by arrests for violent crimes -- raises concerns in light of the projected 30-percent increase in the number of 15- to 16-year-olds by 2010. While the juvenile arrest rate for property crimes remained stable during the late 1980's and early 1990's, the number of juvenile arrests for violent crimes was 67 percent greater than in 1986. Nonetheless, a relatively small percentage of juveniles are arrested for violent crimes. In 1995, the rate was 500 per 100,000, or less than one-half of 1 percent of the juvenile population. Moreover, the juvenile arrest rate for murder declined in 1994 and 1995. In 1994, 82 percent of all counties in the United States did not have even one juvenile charged with murder...
