...Law Enforcement Challenges Name Institution Course/Number Professor’s Name Date Law Enforcement Challenges In the world today, enhanced technology has come to permeate every aspect of life. Technology molds how people interact, how banking services are provided and even how crimes are committed. Cyber crimes have developed in volume and substance over the years, and this has posed a great challenge, especially to law enforcement agencies. This paper seeks to give a detailed explanation of the utmost challenges facing the jurisdiction systems against cyber crime, as well as the possible solutions to these challenges. Challenge facing law enforcement agencies investigating exploitation, cyber stalking and obscenity Jurisdictional issues, as well as, determining who the online crime perpetrators are remains to be the greatest challenge the Law enforcement agencies face. Before arresting any suspect, law enforcers need to determine who the criminal is and his or her location. Determining this has become increasingly difficult over the years because it is extremely easy, and cheap, for individuals to hide their identities online due to the countless services that allow users to mask their IP addresses freely. Besides, some crimes such as obscenity...

...Law Enforcement Challenges August 23, 2015 The world is policed by many different forms of authority. The physical aspect of law enforcement has been seen in the media in the modern day for many good and many poor reasons. While race unfortunately gets tied in as a major role in many events today, it is tough to pull the race when a crime is committed behind a keyboard. While this challenge can pretty much be crossed off of the list, there are many more that law enforcement agencies face when investigating computer crime. There are so many laws that apply to regions of enforcement and also to the rights of the suspected criminal. The even more difficult part is that while all parties are working together to achieve the same goal, there are so many grey areas in the chain of command and jurisdictional rules. Agencies investigation crimes such as corruption face a number of different challenges as well. In my eyes, if the crime can be solved, it should not matter where the officer is from. All members of law enforcement have the same goals and that is to keep the citizens of this nation safe by preventing crime. When prevention is not possible or fails, the teams investigating should not have to worry about whether they are allowed to be doing their job. They should simply work together and document evidence and witness material accordingly. Before we tackle the jurisdiction let us point out some of the other challenges that law enforcement faces with different types...

...Technology is always advancing in numerous ways that we can not catch up on. This makes catching cyber criminals difficult to capture. Law enforcements have many challenges to face in order to catch a criminal. Criminals hide their identity, and this gives agencies a difficult time to catch the criminals. Cyberstalking, exploitation and obscenity gives law enforcements greatest challenges on anonymity and jurisdiction. Without the proper training and the proper resources, agencies have a challenge on solving internet crimes. The greatest challenge: Anonymity The internet has sensitive information about a person. Cyber criminals can access these websites and retrieve any information they need in order to target their next victim. One of the greatest challenges of exploitation, cyberstalking, and obscenity is anonymity. Anonymity gives the criminal the advantage of hiding their identity. The internet lets you create screen names to hide your identity, and you can create a fake profile with fake information about who they are. There was also an issue with the rise of internet Cafe’s. Criminals were able to use these Cafe’s to hide their exact location of where they could be. This is very misleading when it comes to law enforcements who are trying to find the perpetrator. Commander Dave Pettinari stated that “Knowing his or her victims are unable to identify the source of the harassment or threats makes the cyberstalker bolder, encouraging him or her to continue the harassment”...

...Challenges of Law Enforcement and Community Relations The biggest challenge facing law enforcement today is keeping morale up amongst officers. Morale is defined as “the state of the spirits of an individual or group, as shown in willingness to perform assigned tasks, confidence, cheerfulness, and discipline” (The American Heritage Dictionary of the English Language, William Morris Editor, 9th Printing). Factors that affect officer morale come from inside the department as well as from outside forces. Community relations can either help or hinder officer morale. Two types of stress that law enforcement face are organizational and operational. Organizational stress comes from within one’s own organization or place of employment. Some...

...Policy Issues and the Police AJS/582 February 14, 2012 Abstract Community policing is a new idea that has been introduced to law enforcement. The program is federally funded and was created with the intentions of providing citizens the opportunity to work collectively along side with the police to diminish fear and crimes within communities. By examining police departments within the Unites States which has implemented community policing programs, a determination of whether there has been a positive or negative change can be concluded. Community policing, when implemented and organized properly is the ideal situation for police departments and the communities to build an alliance against crime. Community Policing Foot patrol or walking the beat are the many terms used to represent community policing. This community relationship has been a subject of discussion and research since the early 1900’s and still is today (Trojanowicz ,1986). Community policing was established with the idea of local law enforcement and the community working collectively, focusing on reducing and eventually preventing crime and social disorder. The strategy is to achieve a more valuable and proficient crime control, reduce terror of crime and improve quality of life. Community policing also helps the police gain the trust and cooperation of the community by having a strong presence in the area. Most importantly...

...gang violence by conveying to young gang members, or those at risk of becoming gang members the severe and dire consequences of gang violence. Operation Peace keeper delivers its message through the use of youth outreach workers who are familiar with the streets and the challenges these youth face. Youth outreach workers serve as mentors and role models and make sure youth understand the consequences of gang activity and inform the youth that there are other positive routes in life versus gang involvement. Operation Peacekeeper has reduced very positive results gun homicides decreased by 35% between 1997-2002. Prior to the intervention there were 2.9 gun homicides the monthly average then dropped to 1.9 during the intervention. After the peace keeper intervention ended there was a slight increase in gun homicides with the monthly average being 2.1, which was still a significant reduction....

...lives of citizens. Community policing is based on Peel's concept of prevention. Community policing has been embraced by many law enforcement organizations across our country. Community policing is based on its goal to prevent crime and promote better police-community partnerships. Community policing requires an investment in training with special attention to problem analysis and problem solving, facilitation, community organization; communication, mediation and conflict resolution, resource identification and use, networking and linkages, and cross-cultural competency. Public approval and cooperation is a basis of Sir Robert Peel’s principles of effective policing. Peel stated that the ability of the police to perform their duties is dependent upon public approval of police actions and they must secure the willing co-operation of the public in voluntary observance of the law to be able to secure and maintain the respect of the public. In our diverse society, it is necessary for police to understand the different cultures that make up the communities that they patrol. This can be accomplished through multi-cultural training and education. If police can relate to and understand the different cultures of the community, they will be able to successfully gain public approval. Public approval of the police will increase the effectiveness of law enforcement. Peel stated "the degree of co-operation of the...

...stop terrorism before it occurs. It is frequently stated that police alone do not have the capacity nor the ability to prevent terrorist attacks. The support of the community is therefore critical (Murray, 2005). By developing partnerships with among others, Muslim communities, police could obtain ‘cultural and linguistic insights, information, cooperation and informed observations’ which could then be used to track down radicalized individuals and/or groups (Rice, 2015, p. 4). To be more specific, the community policing approach to counter terrorism implies that Muslim community leaders are co-opted by the police into gathering and sharing intelligence on activities and behaviour of their Muslim brothers and sisters. This enables law enforcement agencies to gain more insights into Muslim communities’ affairs than they could otherwise. Accordingly, community leaders, but also ordinary members of the Muslim community become informants and in a way also develop into undercover agents (Aziz, 2014). 4.1 The advantages of community policing as a counter-terrorism strategy Opponents of community policing as a counter-radicalization strategy assert that through the building of relationships and partnerships with the community, which is inherent to community policing, Muslims are “de-mystified” and “de-vilified” in the eyes of police officers. As a result, the negative stereotypical image they previously had about Muslims as the “terrorist-other” is countered (Aziz, 2014). Second,...

...Introduction: Law enforcement has been a major part of any country since time immemorial. This is achieved mainly through the police force, which is a constituted body of persons empowered by the state to protect the property and maintain law and order. They have the authority to use the power within a defined territory. Law enforcement is only a part of their job description and with the changing times and changing nature of crimes, their responsibilities and area of duty is changing day by day. In times of technological advancements, the nature of crimes has been changing rapidly. In order to fight crime and to maintain order, the police forces around the world have always been adapting new innovations in their arsenal. The formation of a recording mechanism and format for various crimes committed in a region was the beginning of a new era in the field or crime prevention. The data records helped to identify the repeat criminals and the nature of crime that they commit. This also helped in providing a better judgment to the convicts. With the dawn of Information Technology, these records were transferred to the systems and this made it possible for the forces around the country to share the data and access it anytime and from any location. This further strengthened the power of the forces against the intelligent criminals. At this stage the Research and Development firms in USA law enforcement agency FBI, started experimenting with the data and the predicting algorithms used...

...Chief Terry Mangan of Spokane, Washington took an “Inside-Out” system approach to identify elements that may complement and refine the Spokane Police Department. Chief Mangan knew community oriented policing would be challenges when he took the position as Chief of Spokane because he did not have a plan, but he knew the organization had a purpose. However, Chief Mangan’s goals for Spokane Police Department was a step-by-step move towards increasing resources and improving community relation. (Cordner, 2016) Even if the system approach had its share of stress; Chief Mangan decided to create a police organization that was community oriented. Chief Mangan knew for community policing to be successful; he needed the community partnership, problem-solving, and a change management. Chief Mangan, first step to improving the department of Spokane was upgrading the equipment to boost the morale. (Cordner, 2016) The Spokane Police Department was understaffed and working in poor conditions. Chief Mangan saw those circumstances as a safety issue. The Spokane Police Department personnel was too small for the population of Spokane, to even operate a...

Letter from the Director Dear Colleagues, Fear of crime has an incredibly corrosive effect on individuals and entire communities. This issue is of great concern to all of us in law enforcement. Fear negatively shapes all aspects of the quality of life of America’s communities. The COPS Office recognizes that people not only need to be safe, but they also need to feel safe. Treating both of these issues as two parts of a greater whole is a critical aspect of community policing. That is why we produced this document, “Reducing Fear of Crime: Strategies for Police.” This publication identifies promising practices that have the potential to directly address the fear of crime. It is written by Gary Cordner, one of the foremost experts on the issue of community fear in the policing field. Community policing is one of the most effective tools for reducing the fear of...
