The National Cemetery Administration is a federal agency that has been tasked with honoring the military service of our nation’s veterans. This organization is made up of many cemeteries and main offices in the United States and Puerto Rico. Each cemetery is tasked with providing burial services to the military member and their eligible dependents. This can include a spouse or in some cases children. Each cemetery has the number of employees needed to meet its own burial volume. There are cemeteries that are full and only accept subsequent interments. They will have one to three burials a month. There are newer cemeteries that have slightly over one hundred burials in a month. Some established national cemeteries bury that many in a week. Each cemetery has different personnel and geographic needs.

To determine what human resources each cemetery might need it is important to factor in the local community. Is there a military base really close? Is there a large percentage of veteran retirees in the area? There are many ways to look at how you need to determine your future burial needs. If like in Florida you have a high percentage of veteran retirees, you might need to plan for higher numbers of interments and thus more employees. In Georgia where there are many retirees you still need enough employees to handle the demand but it won’t be as many.

A lower number of interments expected do not keep the interest for information from becoming a burden to office staff. The office staff has to be large enough to not only handle scheduling interments, they must be able to handle the demand for information for burial benefits from people who do not need immediate burial. The demographics of the area would be important to figure out. Is there a large Veterans Administration hospital nearby that may need our services? What age group predominately lives near where the new cemetery will be built.

The recruitment process of the National Cemetery Administration includes a post to USAJobs.gov. After the job has been posted for a predetermined amount of time the candidate’s resumes are sorted by previous experience, grade level and Knowledge Skills and Ability. The applicants each answer survey questions posted with the job announcement. The information is checked against their resume for accuracy and given a point value based on how well the answers match the needs of the position.

Another important factor is the extra points awarded for veteran status and disabled veteran status. If you are a veteran during war or peace time you receive 5 extra points towards your rating. If you are a thirty or more percent disabled veteran you receive a ten point preference to your application. This means that if you score a 65 along with 10 other people you automatically are rated above them. After the applicants receive a point value the top seven to ten are forwarded to the cemetery that has the open position to be filled.

The director there will review the information they are given and decide if they will perform interviews. If the director will perform interviews they either hold them in person or over the phone. Sometimes this is only determined by the location of the applicant and their ability to make it to the interview.

There are times when a director has to ask employees from another cemetery to perform the interviews if they feel they cannot make an objective decision. After this the director makes the decision and the in processing starts. I believe that one large change needs to be made. The government needs to look beyond what grade level a person currently holds and evaluate the person’s skill sets. Many people have held supervisory positions before in past jobs but are forced to work for several years, working their way up by changing jobs in order to reach the same position with the federal government. If they could look beyond the current grade of the applicants and look at prior experience they could gain some amazing talent in the management slots.
I believe the federal government does a good job at supporting diversity in the work place. Perhaps it is the experience that most of us get while in the military. The military is the melting pot that America used to be. You meet so many people from so many different places and you are all working towards the same goal. The best way to grow to accept other cultures is to be exposed to them in an atmosphere of complete teamwork. When you know that you can trust someone from another culture to keep you safe and you are dedicated to their safety as well it becomes harder to think of them as different from you. Many federal employees and especially National Cemetery Employees are veterans. This single common experience brings us together in a way that most work places could only dream of. We already have our common ground. We know what we are trying to accomplish and how to work towards the same goal together as a cohesive team.

The benefits provided by the National Cemetery Administration are good. There are many health care plans to choose from. They range from plans with high deductibles and low co pays to higher co pays and low deductibles. You can also choose between PPO and HMO. The wide variety of plans available to employees makes it easy to choose one within your price range. The best part about the health plans, in my opinion, is the fact that the organization pays for seventy-five percent of your monthly premiums for you. This allows families to choose the health care plan that is right for them without having to worry about the crippling monthly payments that some of the better coverage plans have. Another benefit provided by the National Cemetery Administration is time off. Depending on how long you have worked for the company, you earn days off each pay period. The number of days off goes up the longer you are with the organization. The cemetery I work for is very flexible when I need to take time off for myself or my family members. They allow me to use sick days when my children are ill instead of making me take vacation the way that some companies do. My opinion is that the National Cemetery Administration far outstrips other cemeteries and funeral homes in regards to benefits available. The Veteran’s Administration takes care of their people as a whole. I have never worked for another government agency other than the military, but I think that it is at least comparable to other federal agency benefits.
As a cemetery representative, I have received a lot of training. I have received on the job training from the day I got here. I am required to do annual training on the computer for safety and security. We have first aid classes and receive certification. Each position has its own training course that the National Cemetery Administration sends you to as soon as possible after hiring. Every employee is offered the opportunity to create a career plan yearly. Once you make your plan you can go onto the training web site and sign up for online and in person courses to assist you in meeting your goals.
If you are looking to move to another area of the organization or trying to move into management, they provide the courses that will assist you. The training and employee support provided by the National Cemetery Administration is better than any job I have ever held. Training is provided if you are given an extra duty to perform. There is either online training or you are sent to a class even if the duty is only collateral.
If you want to advance in this organization, all you need to do is put forth the effort. Showing that you are interested in advancement by training for the jobs that interest you can move you ahead. Put in an application for the job you have been looking for and if you have trained and worked to receive the experience you need you can attain it.
