Introducción
El Consejo para Prevenir y Eliminar la Discriminación de la Ciudad de México es un organismo descentralizado, que se dedica a analizar y evaluar las políticas públicas y los entes que las regulan con la finalidad de fomentar la igualdad y prevenir y eliminar todo tipo de discriminación.
Desde 2013, elabora el Programa Anual para Prevenir y Eliminar la Discriminación en el Distrito Federal, en el cual proponen estrategias y acciones a seguir para prevenir y eliminar la discriminación a través de políticas con enfoque transversal.
Este documento está basado en un marco jurídico nacional e internacional, que incluye el Pacto Internacional de Derechos Civiles y Políticos (PIDCP), el Pacto Internacional de Derechos Económicos, Sociales y Culturales (PIDESC) y la Ley para Prevenir y Eliminar la Discriminación en el Distrito Federal.
Asimismo, todos los objetivos y líneas de acción están alineados con el Programa General de Desarrollo del Distrito Federal (PGDDF 2013-2018), el Programa Sectorial de Desarrollo Social con Equidad e Inclusión (PSDSEI 2013-2018) y el Programa de Derechos Humanos del Distrito Federal (PDHDF).

Objetivo
La finalidad del PAPED no es solo medir los niveles de discriminación dentro de la Ciudad de México, sino proponer y evaluar la implementación de las acciones del gobierno destinadas a prevenir y eliminar esta problemática.
A través de un diagnóstico exhaustivo se han planteado las principales líneas de acción a seguir: * Atención, * Prevención, * Mecanismos de denuncia y exigibilidad, y * Acciones de seguimiento y evaluación.
Todas las acciones deben ir de la mano con una mayor participación de la ciudadanía pero principalmente de una mayor capacitación por parte de los encargados de implementar las políticas públicas.
La principal fuente de datos para la elaboración del diagnóstico y los objetivos fue la Encuesta para Prevenir y Eliminar la Discriminación en la Ciudad de México (EDIS – CDMX 2013). La información recabada permitió analizar correctamente el fenómeno, encontrar los principales factores que provocan la discriminación y con base en esta información plantear metas y acciones concretas para ser llevadas a cabo por los entes correspondientes.

Ejes, Estrategias y su vinculación con SEDESO Eje | Estrategia | Labor de SEDESO | 1.Prevención de discriminación en la Ciudad de México | * Difusión de la legislación, * Difusión de una cultura no discriminatoria, * Campañas contra bullying, * Prevención de prácticas discriminatorias en entidades públicas, * Promover investigaciones sobre discriminación, * Fomentar una cultura de trato igualitario en el ámbito privado, * Procesos de formación y capacitación de servidores públicos, y * Reconocer de manera sistemática las buenas prácticas. | Todas las políticas implementadas por SEDESO tienen como principio la universalidad e inclusión. Cualquier persona que habite o transite por la Ciudad de México y cumpla con los requisitos tendrá acceso a estos programas sin importar su origen condición social, raza, religión o preferencia sexual.Por otro lado, SEDESO ha llevado a cabo ferias de servicios de diversidad sexual, jornadas culturales y de salud, así como campañas de sensibilización y capacitación entre servidores públicos respecto a la diversidad sexual y los derechos humanos. Estas acciones tienen van encaminadas a la sensibilización de la población y la creación de una cultura de igualdad y respeto. | 2.Atención a la discriminación | * Definir acciones afirmativas en los programas y proyectos de la Ciudad de México que ayuden a prevenir y eliminar la discriminación, * Definir los lineamientos para que las acciones implementadas promuevan la igualdad, y * Establecer mecanismos de atención en materia de no discriminación. | Una de las principales preocupaciones de SEDESO es la implementación de acciones que ayuden a prevenir y eliminar cualquier forma de discriminación. Como consecuencia cada Programa de la Ciudad de México está alineado programáticamente con el Programa General de Desarrollo Social del Distrito Federal 2013 – 2018, más específicamente el Eje 1., Equidad e Inclusión Social para el Desarrollo Humano, en el cual se establecen todos los criterios a seguir para construir una política eficiente en contra de la discriminación.Asimismo, a través de la Dirección de Igualdad y Diversidad Social, se busca la atención directa a los grupos de la sociedad propensos a lidiar con esta problemática. | 3.Denuncia de Presuntas Víctimas de Discriminación | * Establecer mecanismos de denuncia y exigibilidad. | SEDESO ha establecido una red de cooperación interinstitucional que permite ubicar grupos y situaciones que alientan la discriminación. De forma paralela, cada programa establece claramente a que instancia acudir en caso de sufrir discriminación o exclusión. | 4.Combate a la discriminación | * Acciones que permitan el combate a la discriminación en la Ciudad de México. | Todas las acciones llevadas a cabo en la Ciudad de México para prevenir y eliminar la discriminación tienen como factor fundamental la participación de la sociedad civil e instituciones privadas.Sin la cooperación de estos entes esta tarea no tendría un impacto social significativo. | 5.Seguimiento y Evaluación | * Generar y registrar estadísticas que permitan cuantificar la problemática. | Una de los principales componentes de los programas y acciones implementadas por SEDESO es el monitoreo y evaluación de resultados. Para ello, se generan evaluaciones internas y externas que permiten detectar fallas y posibles áreas de oportunidad en cada acción o programa.Otra estrategia ha sido la firma de convenios con universidades e instituciones privadas, con el objetivo de hacer estudios que permitan conocer más a fondo este fenómeno y sirvan de apoyo en la elaboración de nuevas estrategias. |

Áreas de Oportunidad
A pesar de los esfuerzos realizados, aún hay mucho trabajo que hacer para prevenir y eliminar la discriminación dentro de la Ciudad de México. La realidad actual indica que existen grupos vulnerables que son blancos recurrentes de tratos discriminatorios.
Algunas de las acciones que se pueden implementar o reforzar para prevenir o eliminar la discriminación son: * Ampliar las campañas para evitar el acoso escolar, * Crear nuevos proyectos que faciliten la inclusión en sociedad de personas con discapacidad, * Ofrecer cursos y talleres a los servidores públicos enfocados en orientar todos los programas y acciones hacia una política transversal y de inclusión, * Evaluar la capacidad de respuesta a denuncias por discriminación, y establecer medidas para hacer más eficiente el proceso, e * Incorporar nuevas jornadas culturales y educativas que sensibilicen a la población respecto a las causas y consecuencias de la discriminación.
Cada acción implementada deberá estar respaldad por la participación ciudadana, otro de los principios fundamentales de la Política Social en la Ciudad de México. Sin la colaboración de la sociedad, resulta prácticamente imposible generar un cambio en los hábitos y conceptos de cada persona.
Con un esfuerzo conjunto, se puede crear una cultura de inclusión, no discriminación y respeto que promueva el bienestar de todas los habitantes de la Ciudad de México.

These Regulations set out the requirements for private and voluntary sector organisations with at least 250 employees in England, Scotland and Wales to report information about the differences in pay between men and women. Mean and median rates of pay for men and women across the workforce will have to be reported. In addition, there will be a requirement to report the number of men and women in each quartile when the employees are ranked according to ascending levels of pay. There will also be a requirement to report on bonuses, but this will be a report of bonus payments over a 12 month period rather than a ‘snapshot’ at 30 April each year.
