Deluca, the following occurred in the city of Portsmouth. “On 5/13/17, police responded to Hodges Manor Elementary School located at 1201 Cherokee Road, Portsmouth, VA, in reference to juveniles playing on the roof of the school. Upon arrival it was found that entry was gained to the school through a roof hatch that had been opened.
