...Case Study 2 Jasmine Howard Liberty University Case Study 2 Part I Kaiser Manufacturing Company has been in business for over 50 years using the standard method staffing. Hiring its own employees, training, managing and all human resources issues were all handled in house. The option is now arising to use an employment agency, FSS, to relieve the burden from Kaiser Manufacturing Company. It is important to weigh the advantages and disadvantages of this option before changing the entire business plan Kaiser Manufacturing Company has worked so long. The advantages include, flexible staff numbers, as of current Kaiser Manufacturing Company has a workforce of 725 production workers, 30 clerical workers, 32 engineer and professional workers, and 41 managers, who are all full time employees. This number was a perfect fit for the company when the sales were at an all-time high but as of 2008 the sales have stayed at 175 million annually. Cutting back on the cost of the workforce would be very beneficial to Kaiser Manufacturing Company’s bottom line. If and when sales are to peak or employees call out it is great to have the option to bring in more employees or decrease the number of employees staffed when necessary without adding more work to management. A second advantage would be the caliber of workers available to the company. Though the current workers are adequate to keep the business running, it may be advantageous to bring in someone temporary to help understand why...

...A Case Study in Staffing (Note that this Case Study was included in the First Edition of the text, but was removed from the Second Edition for space considerations). Metropolitan Motor Company (MMC) decided to open a new assembly plant in southwest Tennessee for their new compact passenger car line. The plant would require a workforce of approximately 1700 production workers, 370 supervisors and managers, 125 engineers and engineering technicians, and 110 administrative and office personnel. The cafeteria and security functions would be outsourced to independent contractors. Below, we describe the sequence that was used to staff the hourly production positions in this new facility. Before announcing the location of the facility, MMC did some investigation of the educational characteristics of the labor force in Tennessee, as well as a review of the secondary school system in a five county area surrounding the plant site. It decided to give first priority in employment for entry level and skilled positions to residents in the five county area, then to Tennessee residents, and finally to anyone, regardless of place of residence. The VP of corporate HR took several trips to talk to state and local officials about locating the facility in the area. State Department of Labor officials agreed that the state employment offices would accept and screen applications for entry level positions, using criteria developed by MMC. To ensure an adequate pool of applicants, MMC posted...

...Staffing The first private employment agency in the United States was opened by Fred Winslow who opened Engineering Agency in 1893.[citation needed] It later became part of General Employment Enterprises who also owned Businessmen's Clearing House (est. 1902). Another of the oldest agencies was developed by Katharine Felton as a response to the problems brought on by the 1906 San Francisco earthquake and fire. Many temporary agencies specialize in a particular profession or field of business, such as accounting, health care, technical, or secretarial. [edit]Legal status For most of the twentieth century, private employment agencies were considered quasi illegal entities under international law[citation needed]. The International Labour Organization instead called for the establishment of public employment agencies. To prevent the abusive practices of private agencies, they were either to be fully abolished, or tightly regulated. In most countries they are legal but regulated. Probably inspired by the dissenting judgments in a US Supreme Court case called Adams v. Tanner, the International Labour Organization's first ever Recommendation was targeted at fee charging agencies. The Unemployment Recommendation, 1919 (No.1), Art. 1 called for each member to, "take measures to prohibit the establishment of employment agencies which charge fees or which carry on their business for profit. Where such agencies already exist, it is further recommended that they be permitted...

...Challenges * Lack of skilled employees 1. It is agreed among all the parties consulted that there are many human resource challenges facing China hotel’s industry. The participants pointed out that there is a shortage of human resources and therefore it is very difficult to recruit qualified personnel to fill vacancies. This is due to the rapid increase in the number of hotel properties in China and the related rise in demand for employees. 2. In the 1990s, many young people with a good education background in China believed that hotels provided a good working environment and higher than average salaries. It was comparatively easy for hotels to recruit high calibre staff with a positive attitude to service during that period. But now, the hotel industry’s social position has been undermined by negative publicity and the globalization of emerging industries such as IT and banking. The current reality is that young people with good educational qualifications will tend to consider working for those industries which offer better paid positions and benefits. It is also apparent that the current young generation sees hotel work as a gateway to a job in a “higher status” industry rather than as a life-time career commitment. 3. Most graduates are dissatisfied with pay, supervision, working conditions, training and the team environment (among others). Further, experience shows that degree holders rapidly move on – typically within several weeks of being appointed to...

...HR Management A leader can use human resources by implementing three areas to contribute to the goals of the organization. These three areas are creating, maintaining, and improving the human resources system. Through creating the human resources system, the leader should ensure that the organization is hiring the right employees. Candidates with very broad perspectives on business, have the right personalities regarding the organization's culture, and their needs, values, and interests in the organization are considered when hiring. These factors are crucial in selecting the right employees so that the employees will be able to collaborate more effectively within the organization and also build honest and reliable services to its customers. Not only that, but also when there is a change in the organization, these highly skilled employees will be more flexible and able to adjust and respond quickly and effectively to these changes (Cappelli & Crocker-Hefter, 1996). In addition, the leader should design the organization to control employee behavior through extensive socialization and training. This will encourage employees to collaborate more efficiently and work more productively, thus, contribute to the goals of the organization. When hiring employees across the border, it is very important to consider the attitudes of the candidates in addition to their experiences. This is because adaptation is very important in the...

...Safe Nurse Staffing and Patient Outcomes Regina Valenzuela Northern Arizona University Abstract Proper nurse staffing has been a debate since the modernization of nursing for many years. This paper examines the results of five researched based articles on the effects of nurse staffing and the outcomes of patient care within a hospital setting. The articles do vary in their methods of gathering information. One study used organizational data from 799 facilitates in eleven states to examine the outcomes of care from the type of nursing care received (Needleman, Buerhaus, Mattke, Stewart, & Zelevinsky, 2002). Another study examined the outcomes of care of intensive care patients in 65 hospitals in the United Kingdom (West, Barron, Harrison, Rafferty, Rowan, & Sanderson, 2014). A third study that was reviewed used cross-sectional patient outcome data from a a nationwide project that provided information from 77 Level I and Level II trauma centers (Glance, Dick, Osler, Mukamel, Li., & Stone, 2012). The fourth article was a synthesis of research publications that examined the outcomes and mortality of patients based on specific determinants (Tourangeau, Cranley, & Jeffs, 2006). The fifth article is an investigative report on nurse to patient ratios and nurse work hours associated to patient care (Agency for Healthcare Research and Quality, 2007).
