Our mental health crisis got much, much worse during Reagan's administration. He slashed (almost totally eliminated) Federal funding for treatment of mental health. Facilities were forced to release patients who should not have been released. Here in Wisconsin, services in most counties were largely eliminated, reduced to (in all seriousness) providing the mentally unhealthy with a one-way ticket to either Madison or Milwaukee, the two areas in the state that managed to keep some programs operational. I worked for the Department of Mental Health (as an IT guy) in those days. It was B-A-D and services now are a hodge-podge of programs limping along as best they can manage. So - yeah - Republicans can quit slashing funding for needed social services and that will be a good start. As for how we address institutionalized racism? In fact, the MTA will spend less in 2012 on its controllable costs than it did in 2011. Year-over-year controllable costs are lower by 0.3%. "Costs that the MTA does not exercise control over, namely those for debt service, pensions, energy, paratransit, and employee and retiree health care, continue to increase beyond the rate of inflation," said MTA Chairman and CEO Joseph J. Lhota. "We are grappling with long-term measures to reduce these frustrating and difficult non-discretionary expenses, but today, they are the drivers of the need for a fare and toll increase." The fare and toll proposals will be the subject of a geographically diverse, multi-platform public review process that starts today and lasts through mid-December.
