Law Enforcement K-9 Support
CJ 292: Methods of Criminal Justice Research
Michigan State University

The employment of canines in law enforcement has increased in popularity around the country since departments have been stipulated to operate with less deadly uses of force (Smith, 2000). In the court cases Robinette vs. Barnes and Matthew vs. Jones, it was decreed that “dogs often can help prevent officers from having to resort to, or be subjected to, such force …” A dog is considered less than deadly force, yet still manages to get the job done efficiently. The usage of the animals offer critical skills we need, beyond those of humans, to solve problems and keep communities safe. The history of canines partnering with law enforcement dates back as far as two thousand years ago. Although they have sprung up in some very populous metropolitan areas, usage across the country in the twentieth century was minimal (National Law Enforcement Museum, 2012). The need for patrol dogs snowballed after San Diego officers shot twenty two suspects after an altercation in 1990. After twelve of the suspects died, the public was outraged and demanded a change in policy (Smith, 2000). Many departments’ K-9s are sworn in as officers. Each dog is furnished with its own, official, police badge. As a sworn officer, the dog is also equipped with a bullet proof vest. Besides keeping the community safe, the dog is also capable of protecting the officer in dangerous situations. People who assault police officers are more harshly punished than they would be if they were to assault a citizen. The same happens if a police dog is intentionally harmed or killed. In the unfortunate case that a police dog is killed in the line of duty, they are given a full police funeral just as a human police officer would be given. Different tasks involve different dogs that have different strengths and skills than other dogs. Bloodhounds are used in search and rescue missions to locate suspects or missing people. In airports, beagles are used to sniff through baggage because they are very friendly and people are rarely scared of a beagle’s appearance. Some breeds can even pick up traces of accelerants used in arsons. Cadaver dogs can smell a decomposing body, even if the body is in a large accumulation of water. K-9s are not limited to just these assignments or these breeds. There is a wide variety of dogs used for many different jobs. At the Michigan State University Police Department, there were eight K-9s employed in 2012. With over two hundred fifty nine calls for service, ninety-four being tracks, the K-9 team resulted in a total of thirty-four additional arrests(“Canine Unit”, 2012). With an increase in popularity and effectiveness of K-9 units, it must be asked: are there any parties opposed to the supplemented enforcement? Is there a correlation between age and the support of K-9 units? Do females tend to support K-9s more than males or vice versa?
Current Study In the United States the highest amount of crime is committed by persons between the ages of eighteen and twenty-four. A person seventeen to twenty-one years old is seventy percent more likely to commit a violent crime than someone aged sixty five and older (Perkins, 1997). According to the Federal Bureau of Investigation in 2011, men were charged with 6,299,269 offenses. Women, on the other hand, had a part in 2,203,165 charged offenses. Men accounted for almost three times as many crimes as women in one year (FBI, 2012). A person that is heavy in crime would likely not be favorable to innovative law enforcement methods such as canine tracking that can lead to higher arrest rates. Based on these statements, a hypothesis is generated that men more than women, and people within the ages of seventeen to twenty-four would be less supportive of the implementation and maintenance of a K-9 unit within a police department. In order to determine the relationship between age and support or gender and support a study must be carried out. To test the hypothesis, a survey was handed out to fifty people. Their responses were gathered and data was produced based on their submitted answers.
Sample
With over three hundred million people, it is very difficult to collect data from the entire country of the United States. Instead, the survey was distributed to people on the streets in southeast Michigan. There were no biases in handing out the surveys. All that was required was literacy. Fifty surveys were dispersed, but only twenty were returned. There was a wide variety of people polled. Many different races encompassed the results including Whites, African Americans, native Americans, and Hispanics. Age was also not a biasing factor. People from fourteen years old to fifty-four years old were included in the study.
Measures
To make the survey functional, it must be able to measure the support of the surveyed participants when it comes to K-9 involvement. Two questions were weighted heavily on their responses. One question asks if participants think K-9 units were a waste of money, and another asks if K-9s were effective preventatives of crime. Support is based on whether the questionnaire answers ‘agree’ or ‘strongly agree’ on the statement “K-9 units are effective preventatives within a police department". For the second question, support is based on whether the respondent replies ‘no’ to the question “Are K-9 units a waste of money”. The surveys were organized into men and women, and a second group divided by ages under seventeen years old, seventeen to twenty-four years of age, and twenty-four years and older. In order to determine if there is any correlation between age and support, or gender and support, a chi-square test was executed. A chi-square test contrasts what responses were observed in the study conducted, and what responses were expected to be observed if there was no association between age and support, or gender and support.
Results
In order to understand what the study discovers, we need to review the answers of the two questions measuring support. When participants were asked how heavily they agreed or disagreed with the preventiveness of K-9 units, three respondents strongly agreed with the statement. Thirteen participants agreed that they are effective preventatives, two respondents replied ‘disagree’ and two replied ‘neutral’. If we use the standard that the answers ‘agree’ and ‘strongly agree’ convey support for K-9s and answers of ‘disagree’ and ‘strongly disagree’ do not support K-9 units then we recognize, overall, sixteen agreed, two disagreed, and the remaining two were objective on the subject. Of the sixteen that agreed with the statement, nine were women and six were between the ages of seventeen and twenty-four. There was little discrepancy between gender on answering whether they agreed or disagreed with the effectiveness of prevention K-9s have on crime. When answering the question of whether they believe K-9 units are a waste of money, eighty percent answered ‘no’. All ten of the women surveyed did not believe the implementation was a waste of money but four of the men did. Six of those who responded no, i.e., they are not a waste of money, were between the ages of seventeen and twenty-four. But, the question remains, is there enough information to determine a relationship between age or gender and support? Using a chi-square test, the sum of discrepancy needed to show a relationship would have to be more significant that 0.05. When it comes to people aged seventeen to twenty-four, the sum of discrepancy is 0.39 when used with the question of effective preventiveness. If we use the chi-square of age with the question of whether they think K-9 units are a waste of money the sum of discrepancy is 0.18. Although this is more significant than 0.39, it is not significant enough to show a strong relationship. Is gender more likely to produce a difference in support? Using the chi-square test with gender and K-9 effectiveness, the result is 0.49. Much larger than the needed 0.05 to be a significant association. If we were to use the answers of seventeen to twenty-four year olds on the case of wasting money, it is closer to 0.05 with a value of 0.08. Despite the fact that this is still closer to the significant figure, it is not enough to make an educated decision of a connection.
Discussion and Conclusion The chi-square test cleared up the question of age or gender having an effect on the support of an individual. Each value was more than 0.05 which makes it clear that there is no correlation between age and support nor is there one between gender and support. This data may be conclusive for this survey, but it is not a large enough sample to relate it to the population in its entirety. For a study as a whole, this survey is too invalid to make a conclusion. This survey had many limitations, the most obvious being the sample size. The responses only came from a street in East Lansing in one state of the entire country. With the restricted data that was collected, we fail to reject the null statement. The hypothesis was not supported. A more substantial survey could be conducted with a larger number of participants and a wider variety of locations used.

This Is England

...The Good and the Bad Skins This is England is the story about the 12 year old boy Shaun (played by Thomas Turgoose). Shaun is desperately trying to fit in after the death of his father during the Falkland’s war. Shaun lives in the England together with his mother, at school he is bullied, but Shaun is soon to run in to the group of local skinheads. This group invites him in, in spite of the large age difference. Together the group hangs out and causes a number of harmless assaults. Until one day Combo a former member of the group returns from prison with new nationalistic ideologies and with these he splits op the group. One of the great things about this film is that not only does is tell us about the young confused Shaun growing up. It also illustrates the environment of England during the 80’ties with a more detailed view of the group of skinheads and the feeling of nationalism that were spreading. It describes the multiple consequences England was dealing with at the time. But at the same time manage to display both the positive and negative side of being a part of a group of skinheads. Also the film succeeds to portrait two highly different groups of skinheads, where one of the groups cares more about friendship and fun than the other. This is England is a very violent movie that contains lot of drama and aggressive scenes. But at the same time the film manage to become incredible hilarious which for instance is because of the language that is used, which contains...

Review of This Is England

...shaven hairstyles starts for young Shaun. All is good and well until one of Woody’s friends, Combo, turns up, fresh out of 3 years’ imprisonment. Combo soon creates tension in their little group and Shaun finds himself at some of his first major life decisions. Overall, I found the movie really interesting. It had fascinating, complex characters, and you had to read between the lines to fully understand some of them. The plot itself was compelling although a bit fast paced, but that is to be expected when you have to tell a story like that in under two hours. It was interesting to get a glimpse into the skinhead culture of England during the 80's, and get to see how Margaret Thatcher's politicsadivided the nation. The film crew behind ‘This is England’ captured the mood/atmosphere/feeling of the 80’s excellently with their rough editing, grainy camera style, and bleak settings. With the added soundtrack of Ska music, it was an exceptionally authentic portrayal of the 80’s. Thomas Turgoose plays Shaun, the protagonist of the movie, and he manages to capture the cheeky nature of him really well, while still maintaining the sadness behind Shaun’s character. He effortlessly manages to convey an array of mixed emotions that is...

This Is Water

...This is Water David Foster Wa!ace There are these two young fish swimming along, and they happen to an older fish swimming the other way, who nods at them and “Morning, boys, how's the water?” And the two young fish swim on bit, and then eventually one of them looks over at the other and “What the hell is water?” meet says, for a goes, If at this moment, you're worried that I plan to present myself here as the wise old fish explaining what water is to you younger fish, please don't be. I am not the wise old fish. The immediate point of the fish story is that the most obvious, ubiquitous, important realities are often the ones that are the hardest to see and talk about. Stated as an English sentence, of course, this is just a banal platitude — but the fact is that, in the day-to-day trenches of adult existence, banal platitudes can have life-or-death importance. That may sound like hyperbole, or abstract nonsense. 1 A huge percentage of the stuff that I tend to be automatically certain of is, it turns out, totally wrong and deluded. Here's one example of the utter wrongness of something I tend to be automatically sure of: Everything in my own immediate experience supports my deep belief that I am the absolute center of the universe, the realest, most vivid and important person in existence. We rarely talk about this sort of natural, basic selfcenteredness, because it's so socially repulsive, but it's pretty much the same for all of us, deep down. It is our default-setting, hard-wired...

This Way For The Gas Ladies And Gentlemen Analysis

...Themes in This Way for the Gas, Ladies and Gentlemen The Holocaust was a depressing time in history that caused many people grief, anguish, and fear. Many people from the Holocaust have written about their experiences and trials they faced not only in concentration camps, but in their lives living under Hitler’s rule. Prisoners in the concentration camps would often have journals hidden so others could read about their lives. Surviving several concentration camps while in his twenties the author of This Way for the Gas, Ladies and Gentlemen, Tadeusz Borowski, faced difficult times. Often taking extreme measures to ensure his survival, he was able to live at the expense of others’ lives. While living among the other prisoners of the concentration camp, Birkenau, Borowski does some seemingly unthinkable things. He was one of the more privileged prisoners because of the job he kept. When new transports would come in, he would take their belongings which included food, clothing, and supplies. The people would be sent immediately to the gas chambers, and the supplies taken had to be given back to the guards for upkeep of the camps, but the men who unloaded the prisoners got to keep the food. “Canada” as it was called among the prisoners, symbolized wealth and survival because this was where all the clothing and valuables were taken to distribute to Germany (Borowski 1454). The men working to unload the cattle cars were also like Canada...

This Land Is Your Land, Incomplete

...This Land is Your Land, Incomplete The poem “This Land is Your Land” by Woody Guthrie is originally a seven stanza poem that is often cut short in the recorded versions known to many. The poem’s main element is imagery of America’s landmarks to evict an emotion out of the reader. The first four stanzas have a much more celebratory tone compared to the final three. In the recorded versions, the last three stanzas are cut out, so as to not dampen the joyful tone of the song. The change in tone of the poem is easily broken into two parts. The first part makes the reader feel proud of America by describing some of its national symbols and declaring in the last lines of each stanza. “This land was made for you and me.” (4,8,12,16.) These first four stanzas have a common theme of Guthrie taking in America’s beauty while feeling blessed to be in its land. Guthrie describes the sights as “sparkling sands” (10.) and “golden valley” (7.) to make the reader feel pleased and almost proud of our land. The first four stanzas have been sung and used to celebrate America in most patriotic settings. The last part of the poem has been left out of the mainstream recorded versions and few realize that there are three more stanzas in the original. The last three stanzas take a different tone by describing the land of America in a darker way than the first four. This tone changes the main line “This land was made for you and me” from a joyful voice to a sadder, matter of fact, realization...

...Often we hear the phrase, "promote from within" as one of the best ways to expand the talent pool. Yet sometimes firms do not post internal openings for which anyone may apply.  Instead, they select someone to promote. Why might a firm do this and what drawbacks could result? On the other hand, some firms prefer to look outside the company to increase the talent pool, including posting information on social networking sites.  What are the benefits of using social media for recruitment? A firm might want to “promote from within” because the company wants to attract their employees. Every ones want to work for a company where they will have the opportunities of promotion. This will encourage people to work harder because they want to go up on that ladder of employment. Also, “promote from with in” helps company save time and money on hiring any position. Company will not have to pay the advertising fee, won’t have to read a bunch of applications, and won’t have to interview lots of people. Another plus thing is when you promote someone from with in, that person already knows well about the company and how things work, so they don’t have to spend a lot of times to learn about the company culture and stuffs, which may lowers their performance for the first couple weeks like employees that are hired from outside of the company might. So “promote from with in is a great way to strengthen your company with out having to spend too much to find the perfect candidates. However, there...

...How can a rubbish bin be a delight? A rubbish bin is the sort of product most people value for its functional features. However, a Danish producer of high-quality designer rubbish bins, the Vipp rubbish bin, has managed to change the rules. People gladly pay $250-500 for a Vipp bin, and at this price they must be getting more than just a well-functioning rubbish bin. How else could you pursue consumers to pay so much for a functional product that costs significantly less than the sales price to produce? Vipp is more than functionality, it is a story, it is quality, it is design, and sometimes even perceived as art. In other words, Vipp has managed to turn something as boring and functional as a rubbish bin into a delight. The story behind Vino is an important part of the product and helps differentiate it from other products of similar functionality. The first Vipp bin was made by Holger Nielsen in 1939 in a small town in western Denmark. The rubbish bin was designed for his wife's new hair-dressing salon. From here the bin found its way into the offices of the local physician and the local dentist and slowly but steadily into other clinics, salons, and hospitals. When Holger Nielsen's daughter Jette Egelund, took over in 1994 she saw new potential for the bin and took it from being a functional, quality rubbish bin to being a designer product. She started selling the rubbish bin on the private consumer market and also took it outside of Denmark, first to Germany and then to...

...When I was stationed in South Dakota I owned a 1994 Audi A4. I enjoyed the vehicle so much that ever since then I have wanted to own a new Audi A4. The current price of a 2013 Audi A4 is $33,395. In twelve years I assume that in order to keep consumers returning to their product they will continue to keep the price about the same. My goal is to save up enough money in 12 years to pay with cash. Let assume that I have found an investment that that promises an average return of 10% per year. The desired item is a new Audi A4 The cost in 12 years will be about $33,395 The average interest rate of the investment is 10%.  The Present Value Formula is P = A(1+r)-n where P is the present value that will amount to A dollars in n years at interest rate r compounded annually. The numbers are plugged into the formula P = A(1+r)-n and the quantity raised to a power and has a negative exponent of –n. It will look like: P = 33395(1 + .10)-12  Next I will add inside the parentheses. P = 33395(1.10)-12  Now by using the rules of exponents the negative exponent will change position and convert to a positive by finding the reciprocal and I will calculate 1.1012. P = 33395(1.10)12  P = 33395/(1.10)12 P = 33395/3.138428… Finally I will show the value of P using the formula. P = 10640.67  Looking at the results of the formula, if I invest let’s say $11000.00 today I will have the $33395 and some change in 12 years to purchase my...

This creates inefficiency when many people want to obtain the same set of files from a single source; the source must always be online and must have massive outbound bandwidth. The BitTorrent protocol addresses this by decentralizing the distribution, leveraging the ability of people to network "peer-to-peer", among themselves. Each file to be distributed is divided into small information chunks called pieces. Downloading peers achieve rapid download speeds by requesting multiple pieces from different computers simultaneously...

Make a table and record the mean of the means, and the standard deviation of the mean for each sample size (2, 10 and 100). For a bell-shaped distribution we showed that the mean of the sample means is very similar to the mean in the population for all population sizes. This is the property of unbiasedness. From your results, does the mean appear to be unbiased when the original distribution of the data is skewed?
