Características de Israel
Actualmente Israel es el primer país del medio oriente con el que Colombia mantiene relaciones comerciales, es considerado el país más avanzado del Sudeste de Asia a nivel de desarrollo económico e industrial. La mayor parte de la región basa sus economías en las múltiples reservas de crudo, hecho que atrae la inversión extranjera. A pesar de los limitados recursos naturales, el desarrollo intensivo de la agricultura y el sector industrial durante las últimas décadas convirtió a Israel prácticamente en autosuficiente en la producción de alimentos. Aunque es un país que posee un nivel de integración económica moderado. Esto como resultado de los múltiples conflictos culturales a nivel regional árabe-israelí. En los últimos años Israel se ha destacado por implementar políticas comerciales abiertas, en donde se pretende abrir el país hacia el mercado globalizado. Actualmente Israel mantiene acuerdos comerciales con Canadá, la Unión Europea, México, Turquía, Estados Unidos y Colombia. Y además, es miembro de la Asociación Europea de Libre Comercio, y del Protocolo sobre negociaciones Comerciales. También ha firmado acuerdos de comercio y cooperación económica con Rumania, Bulgaria, Jordania y Egipto. En 2007 Israel fue invitado a unirse a la Organización para la Cooperación y el Desarrollo Económico, la cual promueve la cooperación entre los países que se adhieren a los principios democráticos y explotar las economías de libre mercado. Israel es un país que posee una ubicación estratégica en cuanto tiene acceso directo al Mar Rojo y el Mar Mediterráneo, puntos que favorecen el comercio marítimo. El país se ha clasificado en lo más alto en la región en el Índice de facilidad para hacer negocios establecido por el Banco Mundial, así como en el Índice de Competitividad Global del Foro Económico Mundial. Tiene el segundo mayor número de compañías emergentes en el mundo (después de Estados Unidos) y el mayor número de empresas que cotizan en la bolsa de NASDAQ fuera de América del Norte. En 2007, Israel ocupó la posición número 44 más alta del Producto Interno Bruto y el lugar número 22 de producto interno bruto per cápita más alto. En 2014 se posiciono como la economía número 39 por volumen de PIB. Por otro lado, tiene ocho millones de habitantes, que representan aproximadamente el 17 por ciento de la población de Colombia, pero su PIB fue de 246.780 millones de dólares en el 2012, que equivale al 65 por ciento del colombiano; y su PIB per cápita supero los 32.000 dólares, casi cuatro veces al de Colombia.
Socios y comercio
En Israel las exportaciones representan alrededor del 40% del PIB. Estados Unidos y Europa absorben alrededor de tres quintas partes de las exportaciones de Israel. Con esto, se obtiene que Estados unidos es el principal socio comercial de Israel a nivel de exportaciones con un 32.8% del total. En segundo lugar se ubica Hong Kong, el cual ocupa el 9%, seguido por el Reino Unido con el 6.7%. Por el lado de las importaciones, las procedentes de la Unión Europea supusieron el 35% mientras que las procedentes de Estados Unido. Representaron el 13%. Por países, EE.UU. se sitúa en el primer lugar, seguido de China, Alemania y Suiza (Ver Anexos). Por otro lado, es importante resaltar que en los últimos años se ha aumentado el porcentaje de exportaciones a Asia con un 60%, ya que las exportaciones a China se duplicaron. Las principales importaciones de Israel de acuerdo al Banco Mundial son maquinaria y equipo, químicos y textiles, mientras que las exportaciones más importantes son carbón café y armas. Analizando el tipo de bienes que Israel comercia, podemos observar que existe un grado de complementariedad con sus socios, ya que importan en grandes cantidades elementos quimicos, maquinaria y equipos, para producir materiales como armas o articuos de industria liviana que exportan. Por otro lado, haciendo alusion a la relacion estricta entre Colombia e Israel, obtenemos que Colombia le exporta a Israel, principalmente, café, carbón, petroquímicos, madera y combustibles de petróleo. Y le importa a Israel equipo militar, teléfonos, radares y sus partes, hilados, maquinaria y equipo (El Universal, 2013).
Barreras Comerciales
En principio una de las inicitiavas del tratado es remover mas del 70 % de las barreras arancelarias en ambos paises y los impuestos de aduana. Sin embargo, antes de cualquier acuerdo comercial Israel desde 1991 elimino el pago de derechos arancelarios en bienes eseciales tales como alimentos básicos, materias primas y maquinaría para uso industrial o agrícola. El resto de productos pagan los derechos arancelarios. Por otro lado, en Israel se presentan barreras no arancelarias como el control de divisas y las licencias de importación. Esta última se centra exclusivamente en productos textiles, farmacéuticos, equipo eléctrico y automóviles. Finalmente, algunos bienes que son parte de la lista restringida se encuentran sujetos a aprobación. Como lo son algunos productos agrícolas, bebidas, ciertos textiles, explosivos y ciertos tipos de maquinaría.
Desventajas
No tanto como desventajas, sino más bien como un proceso innecesario es la percepción que se obtiene del TLC entre Colombia e Israel. Lo anterior en cuanto a que la mayoría de los productos correspondientes a la canasta de importación de Colombia hacia Israel son productos que se encuentran exentos de impuestos y barreras arancelarias. Por otro lado, se presentan desventajas por parte de los productores colombianos los cuales no tienen incentivos para competir con los precios a los que se encuentra accediendo Israel de parte de otros países. Por otro lado, aunque los niveles de PIB se encuentran muy bien posicionados, no se puede ignorar que la capacidad de compra está concentrada en minorías y que mas del 25% de sus habitantes están en situación de pobreza (Correa, 2013)
Ventajas
Desde el primer día de vigencia del TLC, el 97 por ciento de las exportaciones agrícolas y agroindustriales y el 99 por ciento de las industriales al mercado israelí entrarán a la economía colombiana sin el pago de aranceles. A Colombia, por su parte, llegarán sin aranceles el 69,5 por ciento de los productos industriales de Israel. De acuerdo al ministerio de industria y comercio a Colombia se le abren muchas oportunidades para entablar nuevos negocios, principalmente productos del agro y la agroindustria, entre los que se destacan frutas, pulpa, panela, carnes y hortalizas. Por otro lado, Israel en los últimos años ha desarrollado tecnologías de punta para la producción agropecuaria, y que por medio del TLC podrán ingresar a Colombia con precios más asequibles. Adicionalmente, Israel es un país inclinado hacia la innovación en medicamentos, lo cual puede representar beneficios para la población colombiana. Finalmente, se espera atraer inversión extranjera, promover la ampliación de flujos bilaterales de inversión y la creación de nuevos negocios.

...My reaction to this article on the Syrian conflict and how the Asad regime will survive until 2013 is a mixed one. On one hand I believe that the regime will eventually be kicked out of power. On the other I believe that the regime could stay in power. The reason behind my thought on how the regime could stay in power is that Asad has a military stronger than the rebels within the country. But connecting to what's happening in Syria now the regime could be thrown out of power if the United Nations gets involved, the U.N would only get involved if the Syrian government uses chemical weapons.
