The basis for Judge Cropper's ruling was the Sixth Amendment, which guarantees the defendant the right to a "public trial" at which he will be "confronted with the witnesses against him." A "public trial" means one conducted in a courtroom that anyone can enter. And confrontation means, among other things, that the defendant has a right to cross-examine the government's witnesses - which is difficult to do if you don't know their names.
