a. Warrant Officers of the future Army must have the character, competence, commitment and ability to thrive in complex and uncertain environments in order to "Win in a Complex World."

b. Warrant Officers are the Army's technical experts and will be expected to develop solutions to increasingly complex problems.

3. The two lines of effort (LOE) of the Warrant Officer 2025 Strategy that I believe are the highest priority are LOE #1 Accessions and LOE #2 Development.

a. I believe that accessions is the highest priority line of effort, because we have to recruit Soldiers into the cohort that are adaptive and
