His appointment gives him a position in Japanese business unmatched by any other foreign national—indeed, some even speculate that it marks a turning-point for the Japanese boardroom. Trafficking takes place by criminal means through the threat or use of force, coercion, abduction, fraud, deception, abuse of positions of power or abuse of positions of vulnerability. Further, it relates to all stages of the trafficking process: recruitment, transportation, transfer, harboring or receipt of person. An agreed definition of human trafficking exists under Article 3 of the “Palermo Protocol” on trafficking in persons which went into effect on 25 December 2003. This internationally agreed definition focuses on exploitation of human beings – be it for sexual exploitation, other forms of forced labor, slavery, servitude, or for the removal of human organs. Trafficking is not just a transnational crime across international borders; the definition applies to internal domestic trafficking of human beings. In the Horn of Africa (HOA), both cross border and internal trafficking of women and children is prevalent. For example, in Ethiopia, children are being trafficked into armed conflict where it is reported that over 20,000 of them have been victims. Heart disease is the leading cause of death followed by cancer and chronic respiratory disease. (The Healthy Communities Institute, 2013). Smoking, obesity, and poor air quality are all contributing factors to these health risks. Also, as the general population continues to age pre-existing medical conditions, chronic health problems and weakened immune systems increase the areas aging population's susceptibility to influenza and pneumonia. However, only 57.8% of adults over 65 received an influenza vaccine in Klamath County (The Healthy Communities Institute, 2013). And unfortunately access to healthcare remains woefully unsatisfactory in the County. Lastly, and most heartbreaking, is that the child abuse rates in Klamath County are among the highest in the state (The Healthy Communities Institute, 2013), while conducting the County Health Survey these three critical areas of concern have become painfully evident. All three issues should be addressed according to the Health People 2020 goals that have been set forth to improve the health and well-being of all Americans (Healthy People 2020, n.d.). ...ARMY AVIATION OPERATIONS IN LOW INTENSITY CONFLICT Introduction “Foot slogging” by infantrymen has been most important and fundamental to address an insurgency; however, there are limitations to their mobility. To increase their versatility, the Portuguese introduced two contrasting means, the helicopter and the horse. While there were other, more conventional solutions to the mobility problem, such as trucks, jeeps, and light armored cars, these vehicles required at least crude roads, had other terrain limitations, and were vulnerable to land mines. The advent of the helicopter and its application in counter-insurgency began with the British in Malaya on 1 April 1950, with the formation of the Far East Casualty Air Evacuation Flight at Seletar with strength of three Westland S-51 Dragonfly helicopters. During the Malayan Emergency the British used their helicopters primarily for casualty evacuation and later for airlifting troops. Question that looms ahead for the future, no matter what the outcome in Jammu and Kashmir, and North Eastern States, is how the army aviation succeeds against fierce insurgency in strategy and capabilities. The Taliban’s resurgence, tenacious resistance against NATO forces in Afghanistan, Al Qaeda’s ability to elude United States forces, and the trouble Israel has had in trying to subdue violence in tiny Southern Lebanon (Hezbollah) and tinier Gaza (Hamas) deepen concern that even world’s finest militaries have problems against any kind...
