Additionally, another 145,000 0-3 year olds were enrolled in Early Head Start, a similar federal program for younger children living in poverty. The Head Start Impact Study found that program attendees increased their test scores in reading, writing, vocabulary, and literary skills (“Head Start”). However, many studies show that the gains made in test scores gradually fade away as the children progress in school. While the program fails to show sustained increases in test scores among participants, studies suggest that the program leads to positive outcomes later on such as increased graduation rates and lower rates of crime. Participants in the Chicago CDC experienced higher rates of graduation, lower rates of placement in special education, and lower rates of arrest (Ryan). Additionally, Perry Preschool participants experienced greater rates of employment and graduation while being less dependent on welfare and being less likely to be arrested (Heckman 12). In a myriad of categories, high-quality intensive preschool programs have shown to be beneficial to the economy and the child. Some even say that these high-quality targeted programs may offer the best opportunity for social advancement out of any possible investment:

In states that have adopted universal prekindergarten policies, a softening-up period has generally occurred. During this softening-up period, states gradually increase investment in preschool until a universal policy seems like the next logical step. This softening-up period follows the political reform history of kindergarten as universal policies do not come out of nowhere but are the result of a gradual buildup. In New York, public targeted preschool had been present for decades before a universal preschool policy surfaced. The softening-up period can also take place with other educational advancement. ...More children are living below the poverty line in America today than when the war on poverty began almost fifty years ago. Despite consistent efforts by the government, nonprofit organizations, and the people themselves, poverty rates in 2012 are very similar to the early 1960s. Social security and Medicaid have reduced the number of seniors living in poverty, but the plight of children has worsened. Several factors have contributed to this problem. As measured by inflation adjusted dollars, wages of low-skill jobs have declined.
