Occupy Central (Chinese: 佔領中環 or 佔中) is a civil disobedience campaign initiated by Benny Tai Yiu-ting, Associate Professor of Law at theUniversity of Hong Kong, and advocated by Occupy Central with Love and Peace (organisation; OCLP; 讓愛與和平佔領中環 or 和平佔中). In the course of the 2014 Hong Kong electoral reform, OCLP intends to pressure the PRC Government into granting an electoral system which "satisf[ies] the international standards in relation to universal suffrage" in Hong Kong Chief Executive election in 2017 as promised according to the Hong Kong Basic Law Article 45.[2] Should such an electoral system be not achieved, OCLP sought to fight for an equal suffrage in Hong Kong through illegal means, namely the occupation of Central, which OCLP vowed to be non-violent.[3]
In 2013 and 14, OCLP organised three sessions of deliberations and a civic referendum on the voting system of the chief executive election. It then submitted the proposal voted on in the civil referendum to the government. The campaign was originally planned for launch on 1 October 2014,National Day of the People's Republic of China to respond to Beijing's decision on the framework of Hong Kong electoral reform in 2017.[4] However, Occupy Central with Love and Peace announced the commencement of Occupy Central earlier on 28 September 2014 in the midst of the heatedweek-long class boycott[5] organised by Hong Kong Federation of Students (HKFS) and Scholarism to encourage secondary students’ engagement in political and social affair discussion. The student strikes developed into a wave of demonstrations against police’s excessive use of force, civil disobedience and an occupy movement of an unprecedented scale. The method of Hong Kong Police in dispersing demonstrators received wide condemnation and criticism.
The protests gradually developed into a non-centralised, self-generative occupy movement spreading to several areas of Hong Kong that was largely governed by volunteers.[6]
